Job Description Client is developing a strategic plan to streamline and combine its current eligibility and enrollment processes through the One Health initiative. Eligibility and enrollment processes for members and non-members, currently serviced through the legacy mainframe system, will be modernized on a modular basis to provide a single point of access for individuals and/or families applying for public health insurance benefits. The modernization will provide common data storage and eligibility determination processes and rules for all Medicaid programs. To develop a plan for implementing a single point of access for benefits, Client is undertaking an intensive effort to map the current state of Medicaid and operations and the systems that support those operations, then will port those operations and systems to a new infrastructure. The system is the mainframe-based eligibility determination system that manages seniors and those in need of long‑term care services populations.
Responsibilities
Collaborate with the Functional Manager to understand monthly release schedule and various development life cycles (monthly release cycle, expedited resolution, emergency fixes).
Collaborate with the Functional Manager to understand deliverables to support each development life cycle.
Release scoping and coordinate priority changes and adjust release scoping.
Collaborate with the Functional Manager technical staff to identify cross‑system/cross‑team release dependencies.
Collaborate with external teams to coordinate environment and functional readiness for release testing.
Collaborate with the technical team members to ensure deliverables are completed on time.
Collaborate with the unified quality assurance team lead to ensure release deliverables are completed on time.
Monitor and manage the uploading of deliverable documents to the appropriate network repositories.
Collaborate with the technical team and unified quality assurance team to ensure Production deployment requirements are clearly documented and communicated to all responsible Stakeholders.
Monitor results against established timelines, deliverables, tasks, dependencies, and associated technical specifications.
Develop proactive adjustments when established timelines are at risk.
Communicate early and often to ensure leadership is aware of any risk to established timelines.
Create and distribute weekly executive release reporting.
Preferred Qualifications
Knowledge of and experience with health care eligibility systems.
Knowledge of the Health Exchange.
Ability to work with multiple vendors.
Proficiency in Microsoft 365, Excel, Word, PowerPoint, Access, and Visio.
Strong organizational skills, problem‑solving aptitude, and attention to detail.
Excellent communication and presentation skills.
Prepare required deliverables in accordance with established procedures.
Maintain accurate records and status reporting.
Ability to work well with others in a fast‑paced, dynamic environment.
Strong initiative and ability to manage multiple projects as well as strong follow‑through skills.
Must be able to work collaboratively, collegially, and cooperatively with others in an environment where deliverables depend on the output of others.
Education and Certifications
Bachelor’s degree in computer science or a related field.
Minimum of five years of extensive experience with project management as the release manager of a large‑scale application.
