in a temporary (4–6 months) role. Candidates must have or be able to obtain a Secret Clearance from the Dept of State.
Role and Responsibilities
Key member of a small, highly collaborative, agile Program Management Office that provides the Government customer IT program and project management expertise and governance.
Alongside the Program Manager and Business Subject Matter Specialist, provide cross-disciplinary functional support to ensure business processes, technology investments, and the organization’s project portfolio are planned effectively and managed to align with business requirements and strategic goals.
Knowledge, skills and/or experience in business analysis, process improvement, organizational change management, capturing and analyzing performance measures for software development, IT acquisitions, Capital Planning and Investment Control (CPIC), budget tracking, and IT service delivery processes.
Required Skills
Identify and analyze business needs, conduct requirements gathering, and define scope and objectives for software development activities utilizing agile methodologies.
Develop project charters; document purpose and scope; gather and organize project tasks, activities, dependencies, milestones, risks, and communication plans.
Use quantitative analysis methodology to perform data, cost and benefit, and/or process measurement analysis.
Research industry trends for application of process improvement techniques and best practices; partner with and provide consultation to leadership teams and process owners on strategic initiatives.
Research potential technology investments, prepare formal Analysis of Alternatives, support vendor selection, and provide business, technical, and budget justifications for acquisitions.
Prepare and/or analyze budget forecasts, update records in the Department IT portfolio management tool and prepare regular and ad hoc reports in response to data calls and to brief Government task leads and senior leadership on budget and funding status.
Preferred Skills
Experience with agile and scrum methodologies; Jira experience preferred.
Knowledge and understanding of Risk Management Framework (RMF) to support continuous monitoring ATO efforts preferred.
Knowledge of and experience with current SharePoint constructs and best practices preferred.
Project Management Professional or CAPM.
Certified Scrum Master or similar.
