Department and Role The UNC Chapel Hill Department of Transportation and Parking coordinates all traffic, parking and transportation services for the campus. The Department manages 10 parking decks and 160 surface parking areas with approximately 23,000 parking spaces, serving faculty, staff, students, healthcare patients and over 4 million visitors each year. It partners with local transit agencies and offers a range of commuter programs.

The Associate Director of Parking Services and Strategy (AD Parking) optimizes the university’s limited parking resources. Reporting to the Director of Transportation and Parking, the AD is a key strategist for a university‑wide operation that generates nearly $28 million per year. The role involves managing policies, funding, personnel and operations for parking services, and collaborating with stakeholders across the university.

Primary Duties

Develop policy recommendations governing the campus transportation and parking system, including updates to the Ordinance Governing Parking and Transportation.

Recommend to the Director of Transportation and Parking sufficient funding for parking operations and timely retirement of debt using multi‑year financial models.

Oversee the Parking Control, Parking Services and Visitor Parking Services sections.

Provide personnel resource management for the Parking Division, including approximately 55 permanent staff and 15 temporaries.

Meet regularly with stakeholders and participate in campus‑wide committees and task forces.

Minimum Education and Experience Requirements

Relevant post‑baccalaureate degree (or foreign equivalent) with three years or greater of related professional experience; acceptable to substitute a relevant bachelor’s degree (or foreign equivalent) with five years or greater of relevant experience.

Required Qualifications, Competencies, and Experience

Seven to ten years of progressively responsible experience in parking and transportation business operations, strategic planning and budget management.

Experience at the senior management level.

Preferred Qualifications, Competencies, and Experience

Management experience in a complex parking, transportation and cash operation in a research university environment.

Extensive knowledge of cash and financial operations.

Skill in facilitating consensus among varied stakeholder groups.

Staff management and leadership skills.

Ability to apply new technologies to solve real‑world problems.

Campus Security Authority Responsibilities This position is designated as a Campus Security Authority in accordance with the Clery Act. The occupant reports Clery crimes to the Clery Compliance Manager and completes annual training on reporting responsibilities.
