Distinguishing Features: This position is distinguished by management level responsibility for regulatory affairs and by the performance of highly complex financial, economic, accounting, and statistical analyses.
Principal Duties & Responsibilities:
Performs and supervises the review of financial operations and expenditures for budgetary and regulatory purposes.
Estimates future revenues to assist in the preparation of the budget and long-range financial forecasts.
Develops forecasts of rates, revenues, and financial structure to forecast ongoing operations, major improvements, and levels of financing and revenue required to support planned activities.
Directs and administers general rate case proceedings.
Represents the Company, negotiates with and interfaces with the Public Utilities Commission staff on matters related to filings, applications, and complaints.
Testifies as needed before the Public Utilities Commission.
Administers tariff rules and schedules.
Maintains records and prepares written reports, budgets, and other analyses as required.
Works with the financial planning and analysis team to ensure that budgets accurately reflect estimated revenue and expenses and meet financial targets and to monitor in-year variances and recommend any necessary actions.
Required Education and Experience:
Bachelor’s degree or equivalent in finance, economics, accounting or a closely related field.
MBA or CPA or equivalent financial and/or accounting experience.
Experience should include rate analysis, financial and economic analyses, long-range financial forecasting, and budget development.
Experience in water rate studies, or related subjects is desirable.
Required Knowledge, Skills & Abilities:
Knowledge of the principles, procedures, and methods used in the field of accounting, economics, and financial analysis.
Working knowledge of statistics, investments, budgeting, project management and computerized applications; utility rate‑making methodologies and legal requirements.
Ability to utilize current applications of word processing or spreadsheet software programs.
Excellent written and oral communication skills.
Other Requirements: Must possess a valid California driver’s license and have a satisfactory driving record.
