Our client in Killeen, Texas is currently seeking a highly motivated Human Resources Manager to join their team. This is a permanent position that offers a unique opportunity to drive impactful HR initiatives within a government contracting setting.

Role of Human Resources Manager: In the capacity of Human Resources Manager, you will play a pivotal role in shaping HR strategies, managing labor relations, and ensuring compliance for a growing team of professionals. This position necessitates active involvement in labor relations, collective bargaining, fostering employee engagement, overseeing talent acquisition, and adhering to federal employment regulations. Key responsibilities include:

Serving as the primary contact for labor relations, grievance handling, and collective bargaining agreements. Collaborating with senior management to develop and implement HR and talent strategies related to recruitment, retention, and succession planning. Leading HR operations encompassing compensation, benefits management, training programs, compliance activities, and employee relations. Guiding talent recruitment and workforce planning efforts for managerial, exempt, and professional roles. Ensuring compliance with regulations such as SCA, FLSA, FMLA, ADA, EEO, and other federal labor laws. Overseeing onboarding processes, compliance training, and security clearance procedures for federal projects. Participating in audits, investigations, and external assessments to uphold adherence to labor laws. Providing mentorship and professional development opportunities for HR personnel. Background Profile of Human Resources Manager: The ideal candidate will possess:

Minimum of 5 years of HR experience in a government contracting environment, with at least 3 years specializing in labor relations and union settings. Comprehensive knowledge of the Service Contract Act, Collective Bargaining Agreements, and federal labor law compliance. Demonstrated expertise in labor negotiations, handling grievances, and resolving disputes. Bachelor's degree in Human Resources or a related field. Professional certification such as PHR, SHRM-CP, SPHR, or SHRM-SCP. Proficiency in HRIS systems and Microsoft Office Suite. Excellent communication, negotiation, and organizational skills.
