Job Summary This position supports the NYS Tax Modernization Program, modernizing legacy systems within the NYS Department of Taxation and Finance. Key modernization areas include:
Collections and Accounts Receivable
Taxpayer Accounting
Real Property Tax Processing
Duties
Guiding the technical design for modernization of legacy systems.
Coordinating technical solutions among various support groups.
Making changes in multiple systems in real time to enable changes requested by the user group.
Implementing technical solutions.
Developing tax processing system components and maintaining existing processing systems.
Supporting production tasks, including analysis of issues and proposing and implementing solutions for defect resolution.
Coordinating with the development team on development activities and integration testing.
Developing technical design documents and program specifications.
Guiding requirements gathering sessions.
Guiding the analysis of requirements and system design work.
Coding and performing unit and integration tests of programming assignments.
Writing and tuning SQL.
Supporting user testing efforts.
Performance tuning of new and existing applications.
Mentoring less experienced staff.
Mandatory Requirements
Experience: 14+ years
Must make high‑level design choices and dictate technical standards, including software coding standards, tools, and platforms.
Design multi‑leveled architecture or component interactions of a large‑scale software system.
Requirements
100% onsite work.
84 months experience with J2EE technologies including JDBC, JSP and XML.
84 months experience developing, building, and testing Java EE applications using modern IDEs such as Eclipse, NetBeans, or IntelliJ.
84 months experience using J2EE frameworks such as Spring or Struts and Application Servers such as Tomcat, JBoss, WebSphere or WebLogic.
84 months experience writing SQL statements for relational databases.
84 months experience in system analysis and design of multi‑tiered transactional systems.
60 months experience in performance tuning applications interacting with databases.
60 months of experience in messaging technologies such as MQ, JMS, Kafka.
