The selected candidate will be a Deputy Program Officer for Electric Boat's Special Emphasis Programs (SEPs) and will report directly to the Quality Assurance and Special Emphasis Program Director.
Primary responsibilities are to ensure compliance with the requirements of the Special Emphasis Program manuals (SUBSAFE - NAVSEA 0924-062-0010, DSS-SOC - NAVSEA SS800-AG-MAN-010 P-9290 and the FBW/SCS - NAVSEA T9044-AD-MAN-010) and maintain the programs such that processes, procedures, and work practices are in place and followed with the appropriate rigor and awareness to successfully certify submarines for service in both New Construction and Maintenance and Modernization.
The Selected candidate will be expected to support Special Emphasis Program certification events, including Internal PRL management and execution, SEP certification letter development, issuance, and last minute certification audit card adjudication. The Selected candidate will be expected to support certification events occurring nights, weekends and holidays, as required. In addition to ship certifications, the candidate will support numerous audits to include, ship certification audits, along with local and off-site internal and NAVSEA Functional Audits. This effort includes, but is not limited to, internally auditing, scheduling, coordination and execution of the audits and adjudication of audit findings. As a Deputy, the candidate will also perform periodic surveillances of in process SEP work, both shipboard and throughout various shops and material storage locations. Frequent interaction with SSGR and NAVSEA leadership is required, as well as with EB Senior Management, Program Offices, Engineering, Design, Quality and Operations personnel. The selected candidate will provide support to the SEP Deputy Team as necessary to ensure successful SEP certifications and audits are achieved.
Some business travel is required, up to 20% of the year.
Qualifications Required
8+ years experience in any combination of: configuration management, design, material selection, analysis and control, construction, operation, maintenance and/or certification of SUBSAFE,DSS-SOC, and/or FBW SCS documents, systems, and/or components
Familiarity with the requirements and use of EB Certification Databases (EB3G, EB7G)
Detailed understanding of the applicable SEP requirements manual
Preferred
Ten years relevant EB experience
Mechanical, Structural or Electrical Engineering degree
Knowledge of Design and Construction databases (e.g. CPJ, ERS, MCF, MQS, and MRPII) is desirable
Knowledge of NAVSEA 0948-LP-045-7010, NAVSEA Tech Pub T9074-AD-GIB-010/1688, and NAVSEA Tech Pub S9074-AR-GIB-010/278
