Job Summary
Under the general direction of the Chief Administrative Officer (CAO), independently manage and oversee the Human Resources/Academic Personnel team supporting the School of Medicine Basic Sciences Administrative cluster, which encompasses the Department of Biochemistry and Molecular Medicine, the Department of Cell Biology & Human Anatomy, and the Department of Physiology & Membrane Biology. Provide high‑level consultation, leadership, analysis, advice, strategic planning, and management regarding academic personnel issues across all three departments. Oversee departmental academic recruitment and hiring efforts for approximately 80 faculty members across both Sacramento and Davis campuses. Manage academic personnel actions involving recruitment, research appointments, advancement, retention, change in status, and faculty MOUs. In consultation with the CAO, work with the SOM to process employment actions, classification, and compensation programs for staff and student personnel. Serve as a resource to employees and supervisors in the areas of contract and policy interpretation and compliance, probationary monitoring, employee relations, recruitment, performance management, conflict management, progressive discipline and terminations, classification/compensation, and health & welfare benefits. Ensure adherence to all applicable state and federal wage and hour laws, tax laws, UC policies, and collective bargaining contract provisions. Supervise and evaluate subordinate work, ensuring accuracy, timeliness, and resolution of complex problems across multiple departments. Develop process improvement models to maximize operational efficiencies, meet deadlines, and provide for a productive work environment that upholds the UC Davis Principles of Community. Gather and review data in response to audit requests. Perform monitoring activities to detect anomalies and ensure compliance with all applicable laws, policies, and contracts.

Minimum Qualifications
Bachelor's degree in Human Resources Administration, Health Administration, Public Administration, Business or related field of study and / or equivalent experience/training.
Knowledge and experience working with academic affairs issues including recruitment, appointment, faculty advancement, retention, leaves of absence, and salary administration policies and procedures.
Experience using analytical skills to research and interpret data and policy, contribute to solutions, forecast the impact of potential actions, develop logical conclusions and/or solutions.
Experience supervising, coaching and motivating staff and/or project teams to create a positive and productive work environment.
Experience working with human resource sensitive data and to discern level of confidentiality and keep appropriate information confidential.
Experience analyzing key issues and researching, gathering and integrating information regarding employment matters.
Experience using standard business software applications including word processing, email, calendaring software and spreadsheets.
Comprehensive knowledge of UC academic personnel policies, procedures, and practices.
Understanding of Academic Senate governance and faculty advancement processes.
Ability to provide vision, set strategic direction, and establish priorities.
Strong supervisory skills to manage, mentor, and develop a team.
Skill in interpreting and applying policies, contracts, and regulations.
Ability to provide high‑level consultation and advisory services to leadership.
Knowledge of HR principles, practices, and employment law.
Skill in tracking multiple deadlines and managing complex workflows.
Ability to work independently and make sound decisions.
Capacity to anticipate issues and act proactively.
Preferred Qualifications
Master's degree in Human Resources Administration, Health Administration, Public Administration, Business or related field of study and / or equivalent experience/training.
Experience with California labor law, policies and practices.
Experience with UC Davis policies and procedures and collective bargaining contracts for staff, students and academic appointments.
Experience and working knowledge of UC Davis internal computing systems related to HR and Academic Personnel.
Experience with human resources and academic personnel practices at UC Davis School of medicine.
