Position Summary This position is responsible for office administration and project coordination for multiple departments, including procurement and budgeting. The position also assists the Licensing Team processing employee and vendor license applications and background investigations. This includes, but is not limited to, application screening, collecting fingerprints, data entry, reading criminal history records, assigning access control, printing badges, processing license renewals, and maintaining accurate records. The position maintains accurate reporting and records with the highest level of confidentiality.

Duties & Responsibilities

Support the Gaming Commissioners, Executive Director, and PTGC department staff with various administrative tasks that include, but is not limited to:

Purchasing and invoice payments and tracking

Accounts Receivable/Check processing

Contract processing

Service and Maintenance Agreements tracking

Travel arrangements

Meeting scheduling

Patron Exclusion correspondence

Budget assistance, including data collection and trending

Answer questions and assist gaming candidates, employees, and vendors complete license and renewal applications.

Process license applications, fingerprints, and conduct background checks to identify licensing suitability in accordance with the requirements of the National Indian Gaming Commission, Bureau of Gambling Control (DOJ), Paskenta Band of Nomlaki Indians State Compact, as well as the PBNI Gaming Ordinance.

Research, gather, and analyze information and make recommendations regarding licensing action. Use all available resources such as jurisdictional court systems, court records and the internet to gather relevant background information on applicants, employees, and vendors.

Maintain accurate and complete records of employees and vendors in the licensing system database for accurate tracking in accordance with regulations.

Perform other duties as assigned.

Knowledge/Skills

Ability to communicate effectively verbally and in writing for a variety of audiences and topics.

Coordinate and lead successful project work to completion.

Perform basic math for invoice and procurement verification, as well as budget calculations.

Ability to act independently with minimal supervision to field questions that arise from counter services and calls regarding matters of PTGC operations/administration, licensing, and patron exclusions.

Strong interpersonal and effective communication skills, both written and verbal with ability to maintain an effective level of communication with work teams and stakeholders.

Ability to present self in a professional manner representing the Paskenta Tribal Gaming Commission and the tribe, thus setting an example of leadership with integrity.

Working knowledge of standard office equipment, computers, and computer applications including Microsoft Office Suite applications such as Outlook (email), Word (word-processing), and Excel (spreadsheets).

Demonstrate experience in supporting management and coordinating office needs and activities.

Preferred (not required) knowledge of or familiarity with 1) Box, 2) Asana, 3) PRYME Licensing System, 4) Project management experience, 5) Business and Artificial Intelligence and/or analytics, 6) Rolling Hills Casino operational policies and procedures, and/or 7) tribal gaming regulations.

Excellent command of English language, spelling, grammar, and punctuation. Knowledge of Spanish language is also preferred.

Ability to exercise discretion, maintain strict confidentiality and always adhere to the Tribal Code of Ethics.

Minimum Qualifications

Minimum of 21 years of age.

High School Diploma, GED Certification or equivalent.

Possess a valid California Driver’s License and be insurable by the Tribe.

2 years successful experience in a professional office setting.

Associate degree is preferred, but not required, ideally in Business, Accounting, Technology or a related field and/or 1 year successful experience in casino departments such as Revenue Audit, Accounting, Cage/Vault, Surveillance, or Information Technology.

A combination of education and other relevant experience may substitute for the required education and experience.

Background Check Requirements Pre-employment Drug Testing and a Department of Justice Fingerprinting clearance through Federal, State and Child Abuse Index is a contingency for an offer of employment. Must be able to meet criteria to be eligible and maintain a PTGC Key Employee/Tier 1 Gaming License.

PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently required to stand, walk, sit, use hands to finger, handle, or feel; and reach with hands and arms. The employee is occasionally required to stoop. The employee must occasionally lift and/or move up to 25 pounds. Position may require exertion up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently or constantly lift, carry, push, pull or otherwise move objects. Specific vision abilities required by this job include close vision, distance vision, color vision peripheral vision, depth perception and ability to adjust focus.

WORK ENVIRONMENT Work is performed in an office setting. The noise level in the work environment is usually low to moderate. This job routinely uses standard office equipment such as computers, telephones, photocopiers, and fax machines.
