Human Resources Analyst Sr. - Employee Relations
Position: Senior Human Resources Analyst – Employee Relations, Department of Waste Services, Nashville, TN.
Department of Waste Services is seeking a
Senior Human Resources Analyst
with a strong focus on
employee relations, consultation, and workforce support . The Incumbent performs complex professional, technical, and analytical HR duties and serves as a trusted advisor to employees and management across the department. The ideal candidate will bring expertise in employee relations, performance management, investigations, and HR policy interpretation, while also contributing to recruitment, training, benefits, and compliance efforts and other duties as required.
Waste Services operates weekly curbside waste and bi‑weekly curbside recycling collection for over 151,000 customers, manages over 200 public litter baskets, and runs four convenience centers and eight recycling drop‑off locations. The division employs staff in collection, administration, customer service, education, landfill engineering, development review, and outreach.
Responsibilities
Serves as a primary point of contact for employee relations matters, providing guidance on workplace concerns, conflict resolution, and performance issues.
Interprets and explains Civil Service rules, policies, and procedures; advises on disciplinary actions, grievance processes, and employment law compliance.
Conducts investigations into employee complaints, including EEO, Title VII, harassment, and workplace conduct; prepares detailed reports and recommends appropriate actions.
Partners with department leadership to support employee engagement, morale, and retention strategies.
Assists with labor relations, including union negotiations when applicable.
May help plan and conduct recruitments for a wide variety of positions.
May write job announcements and advertisements; review and evaluate employment applications.
May suggest and source fair and effective selection tools and interview questions; maintain recruitment lists and other documentation.
Helps develop and revise HR policies and procedures; ensure staff are informed of changes.
Analyze new legislation and case law to determine impact on HR operations.
Support compliance with local, state, and federal employment laws.
Other HR duties as required.
Minimum Qualifications Bachelor’s Degree from an accredited college or university and three (3) years of professional HR experience.
Additional experience may be considered in lieu of education (1:1 ratio).
Licenses Required Valid Driver’s License.
Preferred Experience, Knowledge, Skills, and Abilities
5 years of increasingly responsible HR experience, with strong emphasis on employee relations.
Ability to conduct thorough investigations and produce clear, legally sound reports.
