This is advanced technical, managerial, and supervisory work overseeing the City's Utility Control Systems Management Division, which includes the integrated coordination of plant operations, mechanical maintenance, and SCADA infrastructure at the Norwood Water Treatment Facility. The Operations & Maintenance (O&M) Manager is responsible for ensuring alignment across the facility's core vertical systems while collaborating with other divisions and departments to maintain high levels of plant reliability, safety, and performance.
Assignments are received in the form of broad instructions or general program objectives and require independent judgment in coordinating efforts between internal units, external vendors, and interdepartmental stakeholders. Work is reviewed through conferences, reports, and adherence to performance goals and service continuity.
Responsibilities
Supervises and coordinates the work of the Chief Water Plant Operator, SCADA Supervisor, and Maintenance Supervisor.
Oversees the day-to-day integration of water production operations, equipment maintenance, and automation systems to support 24/7 facility operations.
Develops short- and long‑term maintenance strategies, aligning preventative maintenance practices with operational needs and resource availability.
Coordinates with Procurement and Warehouse Divisions for purchasing, inventory planning, and parts acquisition to minimize downtime.
Supports the planning and execution of capital improvement projects, SCADA modernization efforts, and facility‑wide system upgrades.
Collaborates with the Water Quality Laboratory, and Safety/Risk Officers to ensure operating procedures align with environmental, health, and safety standards.
Engages regularly with other City departments such as Information Technology and Public Works to support infrastructure security, telemetry networks, and shared project responsibilities.
Conducts field supervision, work order reviews, technical meetings, and cross-divisional coordination sessions to streamline communications and planning.
Participates in budgeting, cost control, and performance metric tracking for all functions under the Utility Control Systems Management Division.
Provides leadership, staff development, evaluations, and discipline in accordance with City HR policies.
Prepares reports and recommendations on maintenance trends, SCADA reliability, operational risks, and workforce efficiency.
Supports the Assistant Director of Operations and Maintenance, and/or the Director of Public Utilities on special assignments, emergency responses, and organizational planning initiatives.
ADA Requirements: The work is medium work, which includes exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Minimum Qualifications
High school diploma or GED required.
Eight (8) years of progressively responsible experience in industrial maintenance, water plant operations, or electrical/control systems, with at least four (4) years in a supervisory role.
Valid Florida driver's license and satisfactory driving record required throughout employment.
Bachelor's degree in Public Administration, Mechanical or Electrical Technology, or related field, or equivalent combination of education and experience.
Preferred Qualifications
Certifications or training in electrical systems, SCADA programming, maintenance planning, or utilities management.
Familiarity with ICS/NIMS structure, FEMA emergency procedures, and utility emergency preparedness protocols.
Ability to establish and maintain effective working relationships with consultants, developers and private firms.
Knowledge of all applicable safety principles.
Ability to work independently under general objectives and adapt to changing priorities and emerging facility needs.
Strong working knowledge of mechanical systems (pumps, valves), SCADA platforms (PLCs, telemetry), and utility‑specific safety procedures.
Effective communication and coordination across technical staff, warehouse personnel, contractors, regulatory liaisons, and administrative leadership.
Ability to interpret, develop, and act on maintenance and operations data, reports, and performance metrics.
Familiarity with water treatment facility operations and core functions is strongly preferred.
Ability to anticipate and adjust systems due to changing factors, such as water quality, weather, and other factors.
Ability to deal with multiple variables when analyzing a problem.
Ability to analyze written material and use critical thinking skills to synthesize information.
Ability to understand and follow oral and/or written instructions.
Ability to communicate and keep all shifts and personnel informed about processes and problems.
Ability to communicate courteously and tactfully with members of the public.
