The position involves assisting the Director of Nursing Services in planning, organizing, developing, and directing the day‑to‑day functions of the Nursing Service Department for a long‑term 190‑bed unit. The role requires compliance with federal, state, and local standards, and alignment with the Administrator, Medical Director, and Director of Nursing Services.

Delegation of Authority As the Assistant Director of Nursing Services, you are delegated the administrative authority, responsibility, and accountability necessary for carrying out your assigned duties. In the absence of the Director of Nursing Services, you are charged with carrying out the resident care policies established by the Director.

Job Functions Every effort has been made to identify the essential functions of this position. The following duties are essential and may be expanded as needed.

Administrative Functions

Assist the Director of Nursing Services in planning, developing, organizing, implementing, evaluating, and directing the day‑to‑day functions of the nursing service department.

Participate in developing, maintaining, and updating written policies and procedures that govern the day‑to‑day functions of the nursing service department.

Ensure that reference material (e.g., PDR’s, Federal and State Regulations) is current at nurses’ stations.

Keep the Nursing Service Procedures Manual current and reflective of day‑to‑day nursing care procedures.

Assist in developing and implementing a nursing service organization structure.

Make written and oral reports/recommendations to the Director regarding the operation of the nursing service department.

Periodically review department policies, procedure manuals, and job descriptions.

Recommend revisions of policies and procedures to the Director.

Assist in coordinating nursing services with other resident services to ensure continuity of care.

Ensure that all nursing service personnel follow their respective job descriptions.

Help maintain and update nursing personnel job descriptions per ADA, OSHA, and other regulations.

Participate in the facility’s quality assurance program for the nursing service department.

Assist in facility surveys (inspections) requested by government agencies.

Assist the resident and Social Service Department in planning the nursing portion of discharge plans.

Perform administrative duties such as completing medical forms, reports, evaluations, and charting.

Ensure compliance with all JCAHO standards, policies, and procedures.

Monitor timely completion of nursing staff performance evaluations.

Committee Functions

Serve on committees such as Infection Control, Policy Advisory, Pharmaceutical, Budget, Quality Assurance & Assessment.

Assist in preparing reports of nursing service programs for committees.

Participate in developing policies for medication and supply management.

Implement recommendations from committees related to nursing services.

Personnel Functions

Assist the Director in staffing needs and schedule duty hours for nurses and CNAs.

Delegate authority to Charge Nurses, Head Nurses, and Nurse Supervisors.

Assist in preparing and implementing performance evaluations.

Conduct daily rounds to ensure compliance with nursing standards and report findings.

Investigate complaints and grievances from personnel; report to the Director.

Administer disciplinary actions fairly and non‑discriminatorily.

Interpret department policies to personnel, residents, and agencies as needed.

Ensure participation in TB testing programs.

Report occupational exposures to blood, body fluids, and hazardous chemicals.

Nursing Care Functions

Interview and select residents for admission.

Provide the Director with information on residents’ nursing needs.

Inform nursing personnel of new admissions and room assignments.

Ensure rooms are ready for new admissions and greet residents.

Escort residents to rooms as necessary.

Make rounds with physicians as required.

Ensure direct nursing care is delivered by licensed nurses, CNAs, or aides.

Review nurse notes for thoroughness and accuracy.

Schedule daily rounds to assess nursing needs.

Monitor medication passes and treatment schedules.

Provide direct nursing care when necessary.

Report problems and assist in corrective actions.

Authorize restraints in accordance with policies.

Check residents unable to call for help frequently.

Conduct random supervisory rounds to observe patient care.

Ensure staff interactions comply with residents’ rights.

Staff Development

Provide leadership training for Nurse Supervisors and Charge Nurses.

Encourage attendance at outside training programs.

Assist the Director in universal precautions in‑service training.

Assist in developing OSHA and CDC in‑service training for TB and bloodborne pathogens.

Assist in advance directive in‑service training.

Assist support services in developing related training programs.

Ensure training programs meet continuing education requirements.

Attend continuing education programs to maintain licensure.

Safety and Sanitation

Assist the Safety Officer in developing safety standards for the nursing service department.

Help identify tasks with potential exposure to blood/body fluids and record them.

Ensure proper training for such tasks before staff perform them.

Maintain adequate supplies of personal protective equipment.

Monitor adherence to safety regulations in equipment use.

Maintain clean and sanitary nursing work areas.

Ensure all resident care rooms and treatment areas are clean and safe.

Enforce departmental policies, dress codes, and safety procedures.

Participate in fire safety and disaster drills.

Assist the Infection Control Committee with aseptic and isolation techniques.

Implement infection control program monitoring for communicable diseases.

Enforce isolation precautions and hazardous condition reporting.

Ensure use of safety equipment when moving/lifting residents.

Report missing labels and MSDSs to the Safety Officer.

Equipment And Supply Functions

Recommend equipment and supply needs to the Director.

Maintain adequate stock of medications and supplies at all times.

Ensure only trained personnel operate department equipment.

Ensure safe operation of equipment.

Monitor efficient use of supplies to avoid waste.

Maintain MSDSs for hazardous chemicals.

Care Plan And Assessment Functions

Develop written assessments of each resident’s nursing needs.

Assist in scheduling and revising the MDS, including RAPs and triggers.

Assist in electronic transmission of the MDS to the State of Connecticut.

Develop written care plans identifying problems, goals, and responsible services.

Encourage resident families to participate in care plan development.

Assist in scheduling care plans for committee meetings.

Ensure all personnel recognize and follow the resident care plans.

Review nurse notes to confirm care plan adherence.

Revise care plans quarterly as necessary.

Maintain good rapport with all services involved in care planning.

Ensure nursing staff provide care reflecting residents’ wishes.

Perform daily rounds to verify nursing staff knowledge of individual resident care plans.
