Head of Construction – Western North Carolina

BHL Federal is a mission-driven disaster recovery firm dedicated to rebuilding homes and restoring communities across the Southeast. As we expand into Western North Carolina, we’re seeking a seasoned Head of Construction to lead the charge and help us build this division from the ground up.
This is more than a leadership role—it’s a chance to shape a program from day one, working directly with our President and VP to design systems, mentor teams, and deliver high-impact results for families recovering from disaster.
What You’ll Do
Oversee all construction operations for single-family residential rebuilds and manufactured housing units (MHUs)
Build and lead a high-performing team of superintendents and support staff
Design and implement scalable workflows and systems to drive operational efficiency
Ensure full compliance with HUD/state guidelines and program objectives
Partner with executive leadership on strategy, reporting, and performance metrics
What We’re Looking For
10+ years of residential construction experience
Proven leadership and mentoring capabilities
Operational mindset with a strong bias for action
Experience with scattered lot construction (preferred)
Deep commitment to mission-driven work and community impact
Must-Have Experience
Built at least 100 homes in Western NC, or 300 homes if outside the region
Existing subcontractor relationships in Western NC
Background in single-family general contracting, ideally with scatter-lot experience
