Job Description A Benefits Specialist performs professional‑level technical support and customer service in the administration of employee benefit programs that are moderate in scope and complexity. The incumbent is responsible for a wide array of routine to complex tasks in support of the District’s health and benefits programs, providing customer‑responsive service to employees, retirees, insurance vendors, District administrators, and others, and exercising independent judgment.

Essential Duties

Support and administer the District’s employee and retiree benefit and enrollment programs, including medical, dental, vision, life and Section 125 plans.

Conduct benefit orientation for new employees.

Assist with annual open enrollment, including preparation of materials for all classifications of employees (actives, retirees, LOAs, and COBRA participants).

Stay abreast of developments related to the Affordable Care Act, FMLA, Health Care Reform, Leave of Absence, and COBRA.

Maintain inventory of benefit materials and literature, and coordinate ordering and distribution of materials and supplies for open enrollment.

Review insurance invoices for accuracy and process billing for benefit plans, including monthly audits and reconciliations from payroll deductions.

Ensure compliance with all carrier requirements and regulations.

Recommend improvements to benefit enrollment practices and processes.

Explain fringe benefit programs to certificated and classified employees, employees on leave of absence, early retirees, etc.

Maintain accurate files of carrier contacts, billings, and other records.

Notify carrier and the Accounting department of changes in coverage or costs.

Education / Certification

Bachelor’s degree preferred, with specialized advanced courses in employee benefits, public administration, human resources, or a related field.

Notary Public

Criminal background check required for hire.

Experience Over two years and up to five years of experience in employee benefits related to billing, reconciliation, compliance, enrollment, and implementation of established processes and procedures.

Knowledge, Skills, Abilities

Applicable State and Federal laws, rules, and regulations related to employee benefits.

New developments pertaining to the Affordable Care Act, FMLA, Health Care Reform, Leave of Absence, and COBRA.

General methods, practices, terminology, and procedures used in benefits administration, including insurance, enrollment, eligibility, billing, and record‑keeping functions.

Employee benefit packages and insurance programs.

Employee benefits enrollment practices and procedures.

District Policies, Collective Bargaining Agreements, and Classified Handbook.

Data control procedures and data entry operations.

Compensation Starting salary is grade 10, $30.03 per hour for an eight‑hour day. This is a year‑round position with 253 work days.
