Lakewood Navigation Center – Director of Shelter and Emergency Services Oversees the strategic and operational management of shelter and emergency programs in Jefferson County. This leadership role is responsible for program development, ensuring compliance with funder requirements and regulatory standards, and maintaining high‑quality service delivery.

Key Responsibilities

Establishing and maintaining appropriate staffing structures for 24/7 residential programs.

Implementing best practices in service provision and ensuring the safety of staff and participants.

Leading staff training and professional development initiatives.

Managing administrative functions including grant oversight, grant writing, budgeting across multiple funding sources, and timely reporting.

Representing Volunteers of America in the community, identifying local needs, and promoting equitable access to services.

Essential Duties and Responsibilities

Ensure participant voices are heard, and feedback informs program development.

Establish systems and supervisory structures to maintain 24/7 staffing and programming at residential sites.

Oversee program development and implementation to align with agency and program goals.

Ensure consistent application of policies and procedures; collaborate with the Senior Director and team to develop new programming as needed.

Recruit, train, and supervise high quality staff; ensure all employees are fully trained for their roles.

Maintain direct oversight of departmental budgets; monitor and address financial issues promptly.

Ensure facilities are clean, orderly, and compliant with health and safety codes; address non‑compliance immediately.

Monitor and refine data collection systems; analyze outcomes to assess program impact.

Prepare and submit timely reports and program data to the Senior Director.

Lead grant preparation and monitoring; ensure timely submission of applications.

Serve as a liaison to community agencies, corporations, donors, and stakeholders.

Attend relevant training and meetings; provide training and mentorship as needed.

Collaborate with the Metro Area Director to manage the residential on‑call staff roster.

Participate in the Director on‑call rotation.

Co‑lead the VOA Program Committee I for the Board of Directors with the Metro Area Shelter Director and Chief Program Officer (or Senior Director).

Maintain confidentiality and demonstrate professionalism across all interactions.

Adhere to the Social Work Code of Ethics.

Perform other duties as assigned.

Supervisory Responsibilities

Direct supervision of supervisors and managers in shelter programs.

Indirect oversight of staffing related to above positions and programs.

Working Conditions and Physical Requirements

Must be able to drive between programs and to community meetings.

May be required to cover shifts at residential programs.

Ability to quickly and safely go up and down stairs throughout the facilities in case of an emergency.

Position Type and Expected Hours of Work Full time hours, typical work week, M-F 8a-5p. Serves in residential on‑call rotations after business hours.

Salary Range $65,000-$79,000 annual exempt

Requirements Competencies

Minimum Qualifications of Position

Master’s degree in a human service‑related area or equivalent experience.

Five years of administrative experience in program management and staff supervision.

Must have experience with mental health, homelessness, case management, and residential services.

Complete program credentialing process, including criminal and civil background checks within 30 days of hire.

Willing to obtain first aid, automated external defibrillator, and cardiopulmonary resuscitation certifications.

Colorado driver’s license and state‑mandated automobile insurance.

Preferred Qualifications of Position

Five years’ experience in management of programming including developing and evaluating programs, managing a budget, coaching staff, developing effective teams, setting, and achieving strategic objectives.

Bilingual Spanish and English.

Knowledge and Skills

Expert written, oral, and interpersonal communication skills.

High level of competency working with Microsoft Office suite and cloud‑based applications.

Strong time‑management and prioritization skills.

Experience working both independently and, in a team‑oriented, collaborative environment.

Strong organization skills.

Strong interpersonal skills and ability to communicate effectively in writing.

Demonstrated experience in grant writing.

Ability to effectively create a positive working culture that promotes staff retention.

Experience managing programs serving people in crisis and/or homelessness is preferred.
