Title IX/Equal Opportunity Investigator
Reporting to the Vice President of Student Affairs, with a dotted line to the EEO Officer, the Title IX/Equal Opportunity Investigator supports NOVA’s compliance with civil rights policies, including Title IX and Title VII.
This role requires meticulous fact‑finding, strong analytical skills and the ability to navigate sensitive cases with professionalism.
General Description Primary investigator for complaints of discrimination, harassment and Title IX violations.
Responsible for conducting thorough investigations, training, documentation, reporting and proactive communication with faculty and staff.
Collaborates with HR and other departments.
Duties And Tasks
Serve as a neutral investigator for student and employee complaints related to discrimination and harassment under Title IX, Title VII, and college policies.
Maintain an active caseload with high organization, timely response and accurate documentation.
Conduct interviews in person and virtually with complainants, respondents and witnesses.
Utilize conflict resolution and de‑escalation techniques during interviews and interactions.
Draft clear, comprehensive investigation reports and maintain detailed case records.
Record and manage case data using Maxient or similar database.
Respond promptly to emails and calls from parties, advisors and campus stakeholders.
Collaborate closely with Human Resources and Employee Relations to coordinate investigations involving employee respondents.
Monitor federal and state legal/regulatory changes and inform faculty, staff and administrators of updates.
Serve as a consultative resource regarding compliance, due process and college procedures.
Conduct outreach and information sessions with parties to explain resolution options and support resources.
Assist decision‑makers in understanding grievance‑related discrimination matters.
Collaborate with campus partners to deliver training programs for students, faculty and staff.
Design and develop mandatory and optional trainings with the CDEIO and other community members.
Schedule and perform outreach or initial information sessions with parties in student grievance cases involving discrimination.
Provide written consultation to decision‑makers evaluating student grievance reports concerning discrimination.
Analyze high‑risk reports that require immediate supportive measures, safety planning or policy violations.
Interface effectively with internal stakeholders for compliance process maintenance.
Serve as an outreach facilitator explaining support measures, resolution options and resources to the college community.
Assist the agency or state government in emergencies declared by the Governor.
All applicants must reside in VA, MD, or DC.

Knowledge, Skills, and Abilities
In‑depth understanding of civil rights laws, regulations and related policies.
Ability to stay current with evolving laws and apply updates to procedures and education efforts.
Strong interviewing skills in both in‑person and virtual settings.
Ability to employ conflict resolution and de‑escalation strategies.
Proficiency in organizing caseloads and producing clear reports.
Familiarity with Maxient or similar case‑management software.
Ability to remain neutral, handle confidential matters and analyze complex facts.
Excellent written and verbal communication skills.
Strong public speaking and facilitation skills for training and outreach.
Minimum Work Experience
Experience conducting Title IX, Title VII, or EEO investigations.
Experience working with student and employee populations in higher education or related settings.
Experience developing and delivering compliance‑related training.
Preferred Qualifications
Title IX/EEO Investigator certification or equivalent training.
Experience interpreting and applying institutional policies and federal, state, and local non‑discrimination laws.
Experience using Maxient or a similar reporting database.
Demonstrated commitment to timely, impartial, and thorough investigative work.
J.D. degree.
