Duties, Responsibilities & Other
In this role, the successful candidate will lead water resources and stormwater engineering projects related to federal, state, and municipal clients. The candidate will serve in a client-focused role, managing projects and mentoring junior staff. Responsibilities include executing project work, producing high-quality deliverables, maintaining schedules, coordinating with clients, and mentoring staff.
The ideal candidate will have at least 7 years (preferably 10) of experience with municipal and state stormwater programs, MS4 permits, stormwater design, inspections, monitoring, TMDL planning, and project oversight. Experience in business development and client management in the Raleigh area or Southeast with municipal clients and state agencies is desired. GDOT experience is a plus.
The key responsibilities include:
Leading design teams in developing PS&E packages for roadway and bridge projects, utilizing state DOT and AASHTO standards.
Project management experience, including managing and growing design teams.
Developing and managing state DOT projects.
Using MicroStation and GeoPAK software (preferred).
Proposal preparation, scope, schedule, fee, contract management, and billing.
Strong transportation design knowledge.
Holding a Professional Engineering license for the designated state.
Preparing technical proposals, assembling teams, and developing client relationships.
Managing transportation design packages and overseeing multiple disciplines.
Overseeing plans, specifications, quantity takeoffs, and estimates per state standards.
Having local client contacts and the ability to generate new business.
Project Management and Leadership:
Manage all project aspects, including technical staff, subcontractors, and suppliers. Develop project management plans, manage scope, schedules, budgets, quality, and safety. Maintain communication with clients, internal teams, and resources. Identify risks, develop mitigation strategies, and conduct risk assessments.
Training, Development, and Compliance:
Mentor staff, ensure policy compliance, and develop safety plans to meet regulations.
Financial Management and Reporting:
Negotiate contracts, develop schedules, manage budgets, and report on project performance. Ensure projects are delivered on time and within budget.
Business Development and Marketing:
Participate in opportunity evaluation, proposal development, and client presentations. Identify new business opportunities and contribute to project marketing and closeout documentation. Manage project delivery and technical oversight, including site visits, data collection, and design preparation.

Qualifications
Education and Skills Required:
Bachelor’s Degree in a related field (AEC Industry) and at least 3 years of professional experience, or 7 years of equivalent experience.
Participation in ongoing education and professional development.
Proven project management and leadership skills.
Strong organizational, communication, and interpersonal skills.
Technical knowledge relevant to the project.
Proficiency in project management software.
Knowledge of industry standards, quality assurance, and safety protocols.
Problem-solving and negotiation skills.
Understanding of project budgets and financial principles.
Preferred Education/Experience:
Master’s Degree in a related field (AEC Industry).
Certificates and Licenses:
Ability to complete KCI PM Training and Contract Risk Training, and pass the PM Board within 6 months of start date.
