Overview As a Water Resources Project Manager, you will lead water resources and stormwater engineering projects for federal, state and municipal clients.

You will manage projects, mentor junior staff, coordinate with clients, and produce high‑quality deliverables while maintaining schedules and budgets.

Duties, Responsibilities & Other In this role, the successful candidate will:

Lead water resources and stormwater engineering projects for federal, state and municipal clients.

Serve a client‑focused role, managing projects and mentoring junior staff.

Collaborate with management staff and coordinate completion of various project elements.

Execute project work, produce high‑quality deliverables, maintain project schedules, coordinate with clients, and mentor junior staff.

Oversee project delivery of complete water‑resources design packages.

Maintain client relationships and pursue business development opportunities.

The Key Responsibilities Of This Role Include

Lead a team of designers in developing PS&E packages for roadway and bridge projects; utilize state DOT and AASHTO design standards.

Project management experience required, with experience managing and growing a design team preferred.

Experience developing and managing state DOT projects.

Familiarity with MicroStation and GeoPAK design software.

Proposal preparation (scope, schedule, fee), contract management, and billing.

Strong design knowledge in transportation required.

Professional engineering license in the designated state required.

Prepare written technical proposals, assemble teams to meet client criteria, and develop professional relationships.

Demonstrated leadership with broad knowledge of transportation processes.

Manage a team of designers, CADD technicians, and project engineers.

Train and develop staff.

Oversee preparation of plans, specifications, quantity takeoffs and construction estimates.

Bring in business through local client contacts.

Project Management And Leadership

Manage all aspects of the project, including technical staff, subcontractors, and suppliers, to ensure timely and successful completion.

Develop and communicate the Project Management Plan outlining objectives, scope, schedule, budget, quality, and safety standards.

Effectively manage scope and ensure alignment with client expectations.

Maintain project schedules and proactively address potential delays.

Monitor budgets and implement cost‑control measures to stay within budget.

Uphold high‑quality standards and oversee quality assurance processes.

Serve as primary client point of contact, maintaining open communication.

Collaborate closely with internal stakeholders and project team members.

Allocate resources efficiently to meet project demands.

Identify, assess, and manage project risks and develop mitigation strategies.

Training, Development, And Compliance

Mentor staff to support training and development.

Comply with all KCI policies and procedures.

Provide input to develop project‑specific safety plans and implement them in accordance with federal, state, and local regulations.

Financial Management And Reporting

Negotiate contract terms, scope, and fees.

Develop project schedules from inception to completion; identify parallel tasks to optimize schedule.

Prepare and submit monthly progress reports and performance results.

Achieve or exceed budgeted utilization targets.

Prepare inter‑practice agreements and subcontract agreements as required.

Provide monthly cash‑management updates to Finance and Operations.

Seek ways to improve efficiency while reducing costs.

Business Development And Marketing

Participate in project opportunity evaluation and consultant selection.

Develop capture stories and proposals to promote KCI’s capabilities.

Assist in project close‑out, create write‑ups and marketing photos.

Project Execution And Technical Oversight

Fully manage all required project management and technical deliverables.

Compare field data to design plans.

Conduct site visits and collect measurements, sketches, notes, and photographs.

Prepare all phases of design, submit for approval.

Interpret technical documents required for execution.

Make decisions on issues or challenges during implementation.

Maintain knowledge of current state and municipal policies, procedures, and guidelines.

Qualifications

Bachelor’s degree in an AEC field and minimum 3 years of related professional experience, or 7 years of equivalent professional experience.

Continuing education and professional development participation.

Experience in project management with a track record of successful delivery.

Demonstrated leadership to inspire and motivate project teams.

Strong organizational, time‑management, and prioritization skills.

Excellent communication and interpersonal skills.

Technical knowledge in the specific field of the project.

Proficiency in project management software and tools; ability to develop and maintain comprehensive project plans and documentation.

Knowledge of industry standards and best practices related to project management, quality assurance, and safety protocols.

Problem‑solving skills, with ability to implement solutions in a fast‑paced environment.

Negotiation skills for managing contracts and stakeholder agreements.

Understanding of accounting principles for managing budgets and financial reporting.

Master’s degree in an AEC field.

Ability to complete KCI PM Training and Contract Risk Training and pass the PM Board within 6 months of start date.
