Overview

The DTRA SOF EOD Operations Planner will provide embedded and reach-back support to SMU units involved in CWMD. The role leverages an interagency network, experience operationalizing technology and intelligence, and knowledge of CWMD to identify, characterize, and counter WMD and related networks. The position may include temporary duty (TDY) to embed with and advise National Mission Force and Interagency Partners at various command echelons. You will use Operations, Activities, and Investments (OAI) to illuminate adversary WMD activities, intentions, and vulnerabilities, as executed by DTRA and partners to identify, characterize, and counter threat use of WMD. In CWMD reach-back support, you will be an expert in operational planning and design to enable DoD and interagency partners to deter and counter threat actors. You will support embedded teammates, respond to requests for support from other mission partners, and work with a wide range of units, institutions, and customers.

Responsibilities: As an SOF EOD Operations Planner, you will support three lines of effort (LOE): A) Campaigning, B) Crisis Response, and C) Technical and Capability Integration. You will provide planning and technical advice on CWMD tasks including dissuade, deter, delay, disrupt, destroy, deny, and assure. You will be proficient in national level CONPLANs for Crisis Response and timelines for National Forces deployment. TDYs will be conducted to Combatant Command Headquarters for Joint Exercise Life Cycle (JELC) planning events. You will contribute to a team that designs concepts, scripts scenarios, and writes injects to meet DTRA objectives, achieving interoperability with Interagency partners. You will assist with community of interest engagement, conduct professional development within the CACI-Wexford Operational Analysis Team, and mentor new team members to meet client requirements.

Qualifications:

Current Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.

Minimum two years’ experience planning and supporting operations at a Combatant Command, Theater Special Operations Command, Joint Special Operations Command, a CJSOTF, a Regional Task Force, or other equivalent joint formation.

Minimum two years’ experience in an Explosive Ordnance Detachment.

Minimum five years’ experience and in-depth knowledge of the Military Decision-Making Process (MDMP), including mission analysis, COA development and CONOP approval briefings, targeting methodologies, CONOP documents, and FRAGOs.

Ability to rapidly learn technical aspects of CWMD policy and operations; expertise in authorities related to CONPLANs, OPLANS, and EXORDS.

Experience collaborating with and building communities of interest in the national security enterprise.

Experience working in Cross Functional Teams and Operational Planning Teams that integrate disparate capabilities to achieve military effects.

Understanding of collection techniques and working knowledge of tradecraft and tools used in chemical WMD and counter-proliferation environments.

Excellent oral and written communication skills.

Proficient in Microsoft Office tools including SharePoint and OneNote.

Ability to provide daily feedback to the team lead and supported unit on product development.

Bachelor's degree with three years of experience, or associate's degree with seven years of experience, or nine years of relevant work experience.

Desired:

More than five years of experience at tactical formations, SMU, SOTF and higher.

More than 10 years of military, academic or defense industry functional experience.

Recent deployment experience supporting CWMD, CP, Attack the Network, CT, or C-IED operations.

Understanding of the National Defense Strategy that directs Integrated Deterrence and aligns EXORDS, CONPLANs, and OPLANS.

Understanding of how the DTRA Charter and Campaign Plans support Integrated Deterrence.

Experience in CBRN/WMD-related intelligence fields (chemical security, counter-proliferation, policy, health/medical, arms control, weapons technology).

Experience working with SOF, SMU, Special or Technical Units of Federal Law Enforcement.

Experience with compartmented or sensitive activities (e.g., IJSTO, SAP, ACCM).

Working knowledge of USSOCOM, Interagency, and the DOD enterprise.

Experience in counterproliferation, pathway defeat, counter-facilitation, counter-threat finance, or supply chain analysis.

Understanding of JP 3-40 and SOCOM’s role as the CWMD coordinating authority for the DoD.

Pay Range : The proposed salary range for this position is $85,800 - $180,200. The final salary is influenced by location, government contracts, experience, skills, education, and certifications.
