Graham Technologies seeks an Employability & QART Specialist to support the customer's Personnel Security (PERSEC) mission. You will review background investigations, produce suitability/employability determinations under 5 CFR 302, manage quality audits in QART, and deliver timely metrics that meet IRTPA/DNI mandates.

Location: Springfield, VA

Key Responsibilities

Support and maintain established PERSEC programs; deliver program briefings and written correspondence.

Maintain real-time, accurate data across PeopleSoft, DISS, SISP SharePoint, and internal file repositories.

Respond promptly to inquiries; perform internal/external database checks; manage distribution lists for PERSEC contact channels.

Identify and elevate case issues to government team leads; recommend improvements to processes and SOPs.

Produce weekly activity reports (WAR) per template and timeline.

Review background investigations and produce suitability/employability recommendations in accordance with OPM standards and 5 CFR 302.

Meet all mandated timelines (e.g., IRTPA, DNI); deliver checkpoint assessments within 2 business days.

Document and maintain all employability actions in systems of record (e.g., PeopleSoft, DISS).

Coordinate to resolve missing/discrepant information with internal and external stakeholders.

Audit a specified percentage of investigation reports for FIS compliance within 5 business days of assignment; document status/resolution in QART.

Coordinate record-audit issues with the government POC and generate monthly ISP metrics reports.

Required Skills

Active TS/SCI with CI Poly

Bachelor's degree (or equivalent experience) in a field related to personnel security.

7‑10 years of personnel security experience in the DoD/IC.

3+ years assessing suitability/employability to OPM standards.

Hands‑on with QART or equivalent quality‑audit tracking for background investigation quality.

Familiarity with reviewing ISP Reports of Investigation (ROI) to identify disqualifying national‑security issues.

Proficiency in reviewing SF‑85/86 and applying scoping requirements.

Working knowledge of SEAD 3 reporting and SEAD 4 adjudicative guidelines.

Clear, concise writing and briefings; strong organization to meet FIS and 5 CFR 302 standards.

Advanced Microsoft Office skills (Word, Excel, PowerPoint).

Preferred Skills

Experience making unfavorable suitability recommendations to leadership.

Familiarity with reviewing CI and full‑scope polygraph results for disqualifying admissions.
