Overview This classification has been designated as a non-classified, non-merit system, at-will position.

Responsibilities

Provide management oversight and direction to professional staff regarding coordination and administration of energy resources plans, forecasting and acquisition of energy resources, and negotiation of energy resource contracts.

Coordinate and administer utility business development area activities including new business opportunities and customer relations.

Coordinate and administer natural gas and electric utility distribution system planning activities including development of periodic operational plans.

Maintain an active liaison with organizations having energy resource interests and advise City management on energy resource policy matters.

Provide management oversight and direction on data analysis, report and plan preparation, and energy management records; support costs of service and rate design studies, budget preparation, and strategic planning.

Oversee data, analysis, and support for utility management initiatives as directed.

Research, prepare, and implement policy recommendations related to energy resources as directed; monitor legislative and regulatory initiatives affecting Mesa's energy resources.

Lead negotiations of energy resource contracts and advocate for the City's interests at meetings with energy resources agencies.

Supervise professional, clerical, and/or paraprofessional staff; perform related duties as required.

Distinguishing factors This class is distinguished from Energy Resources Coordinator by responsibility for developing plans for energy resource acquisition, issuing solicitations, negotiating contracts, and overseeing development of new energy business opportunities. Exercise initiative and discretion. Supervised by the Energy Resources Department Director.

Minimum Qualifications Required

Bachelor's Degree from an accredited college or university in Engineering, Mechanical Engineering, Business, Economics, Finance, Environmental, Law, or related field.

Seven or more years of experience in energy resource management, including responsibility in more than one of: resource/generation dispatch, energy marketing, budgeting, transmission system planning and operations, natural gas interstate pipelines, resource planning, and procurement and acquisition of energy resources including negotiation of contracts.

Special Requirements Must possess a valid Class D Arizona Driver's License by hire or promotion date.

Preferred/Desirable Qualifications

Master's Degree in Engineering, Mechanical Engineering, Environmental, Economics, Finance, Business, Law, or related field.
