Responsibilities
Under limited supervision, performs technical duties in the areas of maintenance and inspection related to contract and roadway inspection, and residential permit review and inspection as an inspector for a county maintenance unit.
Conducts field inspections for moderate level contracts such as roadway mowing, vegetation or tree removal, street sweeping, driveways, etc. where field measurements for payment are required.
Provides assistance to public requests for information and guidance on residential encroachment permit applications, driveway installation and reviews, requests for Freedom of Information Act research, traffic control complaints and guidance.
Reviews, inspects, and recommends for approval residential encroachment permits.
Performs routine and annual inspections of roadways to include low/high shoulders, pavement markings, signs, potholes, ditches, vegetation, guardrail and attenuator systems, and other roadway defects in accordance with engineering and departmental directives.
Performs general inspection duties on approved encroachments and maintenance operations as a certified CEPSI inspector for compliance involving erosion prevention and sediment control measures, and other environmental factors.
Logs, maintains files and keeps moderate level encroachment permits updated and re inspects work upon completion of projects to make sure all work is in compliance with policies and specifications.
Researches SCDOT and public records in all matters requiring confirmation of rights of ways and construction/maintenance easements.
Develops, properly documents and facilitates the acquisition of temporary easements required for maintenance activities.
Assists in emergency or inclement weather operations. May include being available for extended hours or extended shift operations.
Performs other related duties as assigned.
Minimum and Additional Requirements
A high school diploma and one (1) year of experience that is related to the area of employment; or an approved acceptable equivalence. A motor vehicle operator's license is required.
The physical demands for the essential functions of this position involve sitting or standing at a desk for extended periods of time. This position may require occasional travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. Must be able to lift up to 50 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
