Manager Programs Level 2
to support the Propulsion Systems & Controls (PS&C) Business Unit. The position will be located in Elkton, Maryland at the Northrop Grumman Propulsion Systems and Controls facility in Elkton, Maryland. The Elkton facility began solid-propellant rocket operations in 1948 and designs, develops, and produces propulsion and ordnance systems for a variety of Government and commercial customers. The hub also serves offsite engineering and test facilities in Ronkonkoma, NY and Palm Beach Gardens, FL. Elkton, Maryland is located on the Upper Chesapeake Bay, with nearby towns and outdoor activities described in regional tourism information.
Level 2 program managers are expected to manage full programs or program segments in the Advanced Propulsion and Systems (AP&S) Operating Unit – High-Speed Tactical Boosters. Duties include ensuring delivery of all contractual requirements on cost and schedule, achieving all technical requirements, and being accountable for program execution and customer value outcomes. Responsibilities
Supervise/manage staff assigned or matrixed to the program. Provide objective-oriented direction using management guidelines and general policies. Plan and assess program performance addressing cost, schedule, technical performance, and quality for a work package, subsystem, or related group on large system development contracts or full responsibility for all aspects of program performance on large delivery orders or mid-size contracts. Oversee projects and tasks performed by non-exempt and/or exempt employees; intervene as needed to meet schedules or resolve technical or operational problems. Ensure projects are completed on schedule and within budget. Achieve results through lower-level subordinates or experienced exempt employees who have latitude and independence in their assignments. Act as an advisor regarding tasks, projects, and operations; participate actively in daily operations only when required to meet schedules or resolve complex problems. Maintain frequent contacts with internal personnel and outside customer representatives at various management levels regarding project or contract phases. Conduct briefings and participate in technical meetings for internal and external representatives concerning specific operations. Recommended Attributes

Customer intimacy: Build strong relationships with customers and key partners; guide the program team to satisfy customer expectations. Issue & Problem Resolution: Proactively identify and resolve conflicts across all levels of the program. Scope, Configuration & Change: Plan and control project scope to ensure only required work is performed. Resources: Plan, identify, cost, acquire, schedule, and retire resources to satisfy program requirements. Qualifications
Bachelor’s Degree and 10 years experience, or Master’s Degree and 8 years’ experience supporting U.S. Government contracts and/or project management in other industries. 5+ years of experience leading tasks on schedule, at cost, and meeting requirements as project lead, integrated program team, or cost account manager. 5+ years of demonstrated success leading teams to achieve a common goal. U.S. citizen and able to obtain a DoD Secret security clearance. Preferred Qualifications
Technical background and/or experience in propulsion systems development. PMP certification. Active Secret Clearance. Salary: Primary level salary range is
$149,400.00 - $224,000.00 . The salary range is a general guideline; base pay offers consider scope, responsibilities, candidate experience, education, skills, and market conditions. Overtime, shift differential, and discretionary bonuses may be available depending on the position. Long Term Incentives may apply for VP or Director roles. Northrop Grumman provides benefits including health insurance, life and disability insurance, a savings plan, company-paid holidays, and paid time off (PTO).
