Northrop Grumman Defense Systems is currently seeking a Program Cost Scheduling Control Analyst/Principal Program Cost Scheduling Control Analyst for our Elkton, Maryland location. The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid‑propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid‑propellant propulsion and ordnance systems in programs professionally managed for a wide variety of government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, Palm Beach Gardens, FL, and San Jose, CA.

Job Summary As a Program Cost Scheduling Control Analyst/Principal Program Cost Scheduling Control Analyst, you will support our strategic and space‑related business programs. This position will work very closely with Northrop Grumman program management, operational leaders, and internal and external customers. You will be responsible for the preparation of budgets and schedules for contract work and financial analyses such as funding profiles, sales outlook, and variance analysis. You will perform data gathering and analysis to ensure adequate funding availability by maintaining accurate records of expenditures, preparation of expenditure projections, and submittal of timely requests for additional funding to the government. You will aid in incorporating contractual changes into control systems to maintain realistic contract cost and schedule baselines.

Responsibilities

Setting up cost control systems, monitoring and controlling costs and schedules on contracts requiring a validated cost schedule control system.

Preparing budgets for contract work and performing and/or assisting in financial analyses such as funding profiles, sales outlook, and variance analysis.

Preparing and analyzing financial reports and communicating recommendations to management in a clear, organized summary.

Working with the program team to integrate project cost with scheduled activity.

Providing monthly and quarterly reporting and analysis to support business processes.

Assisting in planning and forecasting program financial performance; preparing future strategic plans.

Serving as a resource to management in understanding results by reporting and investigating variances.

Analyzing business processes and making recommendations to improve process efficiency and support continuous improvement.

Identifying potential profit impacts to programs and making recommendations for mitigation and improving profit margin.

Preparing and tracking key performance metrics to direct management.

Basic Requirements – Program Cost Schedule Control Analyst

Must have 6 or more years of finance experience in lieu of a degree. A bachelor’s degree in a related field and 2 years of experience, or a master’s degree and 0 years of experience, will also be considered.

Knowledge of applications in a computerized environment, including spreadsheet applications and databases (e.g., MS Excel and MS PowerPoint).

Ability to extract, compile, document, and analyze data.

Ability to work in a team environment and build relationships with others.

Possess excellent analytical, problem‑solving, and reporting skills.

Independent self‑starter and proactive contributor who seeks to continually improve business processes and add value.

Ability to prioritize multiple assignments to meet deadlines and organize deliverables in a clean and presentable format.

Basic Requirements – Principal Program Cost Schedule Control Analyst

Must have 9 or more years of finance experience in lieu of a degree. A bachelor’s degree in a related field and 5 years of experience, or a master’s degree with 3 years of experience, will also be considered.

Knowledge of applications in a computerized environment, including spreadsheet applications and databases (e.g., MS Excel and MS PowerPoint).

Ability to work in a team environment and build relationships with others.

Possess excellent analytical, problem‑solving, and reporting skills.

Independent self‑starter and proactive contributor who seeks to continually improve business processes and add value.

Ability to prioritize multiple assignments to meet deadlines and organize deliverables in a clean and presentable format.

Must be able to work onsite in Elkton, MD.

Preferred Requirements

Prior team participation experience (professional, community, or extracurricular).

Ability to obtain and maintain a U.S. Government security clearance (U.S. citizenship is a pre‑requisite).

Experience in developing and delivering presentations and leading small groups.

Aerospace and/or DoD internship/working experience.

Knowledge of Earned Value Management Systems (EVMS).

Experience executing programs with contractual EVMS requirements.

Prior experience with Deltek financial applications (CostPoint, Cobra, OpenPlan, PM Compass).

Primary Level Salary Range: $72,400.00 – $108,600.00

Secondary Level Salary Range: $89,900.00 – $134,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills, and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and discretionary bonuses in addition to base pay. Annual bonuses reward individual contributions and allow employees to share in company results. Employees in Vice President or Director positions may be eligible for long‑term incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, a savings plan, company‑paid holidays, and paid time off (PTO) for vacation and/or personal business.
