Site Manager

The Site Manager is directly responsible for all property operations and conducting business in accordance with company policies and procedures, HUD, Tax Credit, USDA Rural Development, Fair Housing, Americans with Disabilities Act, Fair Credit Reporting Act, and other regulatory agency requirements necessary to ensure effective fiscal, physical and social soundness. The Site Manager will be able to communicate all challenges affecting the operation of the property to the Regional Manager in a timely manner. Responsibilities

Leasing Activities: respond to inquiries; show vacancies; comply with HUD, RD, and LIHTC regulations regarding income certifications and documentation; maintain waiting lists and screen applicants following guidelines; conduct regular marketing/advertising outreach in the community; verify tenant income, assets, household characteristics, and circumstances affecting eligibility; prepare and process leases, security deposit agreements, unit inspections, and forms for incoming residents; complete move-in and move-out procedures; review/process evictions and notices to vacate; ensure lease/tenant files are properly formatted and completed. Rent Collections: collect and post security deposits and rent timely; collect late rents and charges; issue receipts; ensure bank deposits are made and reported; negotiate overdue rent schedules with prior approval; issue applicable notices (late payments, eviction notices, utility cut-offs). Administration: maintain positive customer service attitude; open office on time; enforce lease agreements and house rules; live on site and provide emergency on-call coverage (if applicable); perform annual income re-certifications and issue rent increase notices; attend scheduled corporate management meetings (required). Property Maintenance: supervise maintenance staff and work; monitor contracted services and vendors; conduct move-in/move-out inspections; perform daily curb appeal inspections and report maintenance/safety issues; obtain bids/estimates from vendors; purchase supplies and services; process and prioritize work orders; schedule preventive maintenance; conduct monthly inspections of units (including vacant units); maintain information on basic structural data; perform annual unit inspections; inspect common areas for proper use, cleanliness, and security; maintain sanitary and pest-free living environment. Record-Keeping/Reporting: maintain accurate accounting records including tenant ledgers and security deposits; ensure quarterly activities are conducted; communicate challenges to Regional Manager; report all liability and property incidents to Corporate office; maintain written records of emergencies, tenant problems, maintenance, and inspections; provide monthly operational summaries to Regional Manager. Other Duties: meet with tenants for informational purposes; disaster/emergency preparedness planning with Corporate Compliance; perform other duties as assigned by Regional Manager. Compensation and Benefits

The Site Manager is an employee of J&A, Inc. and is compensated with a salary determined by J&A, Inc. Covered under the J&A, Inc worker's compensation plan and other benefits negotiated with the Regional Manager and Human Resources. Live-on-site housing details, terms and expectations as applicable, including transition considerations and tenancy terms related to employment. Knowledge and Skills

High school diploma or equivalent Experience (2+ years preferred) in LIHTC property management Knowledge of Microsoft Office Suite and Property Management software (e.g. Yardi, Real Page) Valid state driver’s license Basic knowledge of bookkeeping Certification or training in property management, LIHTC, COS, or RD training Introductory knowledge of HUD, RD, LIHTC guidelines and IRS rules; local, state, and federal safety regulations and building codes; relevant legislation (e.g. ADA, Fair Housing) Good written and verbal communication skills; ability to interact with staff, tenants, local agencies, contractors, attorneys and owner; ability to take initiative and think independently Desirable Additional Qualifications

Experience in re-certification Knowledge of Section 8, RD, HUD, and Tax Credit regulations Background in supervision and a record of accomplishments Community services background related to the tenant population served (e.g. handicapped, elderly, homeless, veterans) Difficulty

Complexity — Requires a wide variety of skills and ongoing education to stay current with government regulations and HUD guidelines Scope and effect — The Site Manager has a strong impact on the property’s atmosphere and success as the primary management representative
