Psychological Operations (PSYOPS) Planner/SME Position offered by

Location: Fort Mead, Maryland.

Responsibilities Integrate PSYOP functions and tasks into all facets of Combatant Command (CCMD)/Unified Command level planning. Ensure PSYOP considerations are incorporated in decision‑making, contingency plans, operations plans, and both deliberate and crisis action planning processes.

Qualifications

Expert mission analysis, analytic problem solving, and assessment skills.

Creative use of information‑related capabilities (IRC) and integration with the intelligence community (IC).

Develop innovative concepts to counter adversarial use of information and address key cultural aspects affecting operational and tactical planning, security, and risk assessments.

Review, analyze, and operationalize tactical and operational‑level IO directives to support mission elements.

Apply technical skills to tactical, operational, and strategic planning/execution. Identify and track performance measures and advise on PSYOP application during concept development.

Evaluate effectiveness of PSYOP products and analyze psychological vulnerabilities of target audiences to determine exploitation potential.

Assess current intelligence, PSYOP studies, and estimates to determine PSYOP targets.

Working knowledge of IO, MILDEC, OPSEC, EW, and cyberspace operations; integrate Army capabilities and synchronize activities of mutual concern.

Familiarity with core, supporting, and related IO competencies for CCMD planners.

Expert oral, visual, & written communication and briefing techniques. Advise, negotiate, and persuade managers, military officials, and senior leaders to gain acceptance of concepts and policies.

Bachelor’s degree and 8–10 years of planning experience, or a combined total of 12 years between education and relevant service. Additional experience may replace education requirements.

U.S. Army PSYOP (37A/37F) MOS or service equivalent.

Knowledge of joint operational planning, the military decision‑making process, campaign planning, targeting, and PSYOP/MISO plan development.

5–8 years of PSYOP/MISO planning at the service or joint level supporting Combatant Command or Joint Task Force operations.

Understanding of Army, Navy, Marine Corps, and Air Force functions and their relationships to CCMDs for coordinating PSYOP/MISO actions.

Experience with joint and/or combined military operations and interagency coordination.

Knowledge of DoD joint, Army, and service doctrine, regulations, and policies.

Capability to recommend policy changes, force structure, and command relationships.

Proficiency in integrating PSYOP/MISO capabilities into cyber plans and operations.

Knowledge of military command relationships and C2 procedures.

Ability to coordinate PSYOP/MISO actions within proper channels and develop C2‑based policies.

Experience coordinating, integrating, and synchronizing adjacent and supporting operations, including related capabilities.

Familiarity with MILDEC, OPSEC, EW, and cyberspace operations.

Coordinate intelligence requirements and engage senior leaders with complex briefings to large audiences.

Work effectively within task‑organized working groups.

Plan integration and coordination with interagency and intelligence community entities.

Develop and utilize information products that leverage current and emerging technologies to inform planning and enable timely decisions.

Demonstrate creative and critical thinking; quick learning; flexible and adaptable.

U.S. citizen with ability to obtain a U.S. passport.

Active Top Secret/Sensitive Compartmented Information Security clearance required.

Recent joint or service‑level PSYOP planning experience.

Course certificated: Joint Cyber Operations Planner’s Course; Joint Information Operations Planner Course; Defense OPSEC Planner Course; Special Warfare Advanced Targeting & Analysis Course; Special Operations MILDEC Planner’s Course; Irregular Warfare Course.
