Job Summary In this role you will lead a team to align quality culture and programs with business strategy to improve project performance. You will manage Quality Management System certification and assessment, oversee the review and evaluation of project quality and execution plans, and drive quality culture, standards, core programs, and processes. The position is based in Reston, VA and requires site visits nationally and internationally.
Major Responsibilities
Directs quality activities on a project—including those specific to renewables construction and operation—communicating with engineering, procurement, construction and other project personnel to ensure management goals are met.
Coordinates preparation and establishment of the quality program/plan for the project, incorporating industry standards relevant to solar technologies.
Reviews and approves quality‑related procedures to ensure compliance with the project quality program/plan.
Coordinates and participates in the project auditing and monitoring program, and recommends actions to correct observed quality deficiencies.
Represents the project during quality assurance audits conducted by clients, management or regulatory agencies as required.
Reviews project schedules for quality‑related activities to ensure timely implementation of the quality plan.
Identifies quality problems, initiates documented actions, verifies implementation of solutions, and manages the project corrective action system.
Initiates and/or coordinates stop‑work actions when warranted, forecasts job hours and monitors charges to the project quality budget.
Identifies and incorporates applicable quality system requirements for suppliers and subcontractors.
Develops, maintains, and implements the Quality Management Plan (QMP) and supports its implementation.
Develops and implements the Project Quality Audit & Surveillance Schedule based on performance and risk analysis.
Coordinates, performs and follows up on internal and external quality audits/surveillance.
Coordinates, reviews, and approves subcontractor and supplier responses to deficiencies identified through audits.
Uses DevonWay or similar systems for Closed Loop Corrective Action and processes Condition Reports and Recommendations for audits.
Verifies implementation of Best Practices and Lessons Learned into DevonWay.
Prequalifies subcontractors and suppliers, evaluates their quality system capabilities and controls.
Reviews subcontractor and supplier submittals, quality manuals, procedures, plans, ITPs and test reports.
Performs NCR, RFI, FCD and punchlist trending.
Supports the execution of the People Based Quality (PBQ) program on the project as applicable.
Conducts Project QMS orientation and awareness sessions.
Analyzes effectiveness of established quality surveillance systems and techniques.
Oversees and monitors supplier quality performance, recommending improvements.
Facilitates Project Root Cause Analysis (RCA) utilizing an effective process to derive and verify corrective measures.
Reports weekly/monthly progress to the Project Quality Manager.
Education And Experience Requirements Requires a bachelor’s degree (or international equivalent) and 10–13 years of relevant experience or 14–17 years of relevant work experience.
Required Knowledge And Skills
Strong technical knowledge in engineering, environmental science, procurement, construction, testing, operations, or decommissioning practices.
Proven experience managing large‑scale power plant construction projects, specifically solar/wind generation projects and associated infrastructure.
In‑depth knowledge of renewables design principles and associated quality assurance practices for multi‑system integration.
Broad knowledge of quality principles and their application to engineering and related disciplines.
Knowledge of applying corrective actions to reconcile nonconforming conditions.
Knowledge of regulatory requirements impacting the quality program/plan.
Excellent oral and written communication skills.
Ability to provide direction and training to assigned personnel.
Proficiency in financial performance management.
Proficiency in the use of applicable computer programs.
ISO 9001:2015 Certified Lead Auditor (IRCA approved) required.
Applicable quality certifications such as Six Sigma (Green/Black Belt), Lean, Certified Quality Manager (advantage).
Experience with design controls, verification, validation, process controls, supply chain, construction and risk management.
Experience working in a team‑oriented, collaborative environment with strong interpersonal skills.
Strong analytical skills for identifying key performance quality metrics.
