Position Description This position serves as Deputy Bureau Chief for General Services. The incumbent is responsible for managing the daily activities within the Support Services section of General Services, including property management, fleet management, mail and courier services, record management, headquarters building management (Koger), employee identification cards, statewide insurance coverage, COOP, and headquarters security and access control systems.
Key Responsibilities
Assist the Bureau Chief and other General Services managers in developing departmental policies and procedures.
Supervise staff, providing training, evaluation, and motivation; plan, oversee, and manage the Bureau of General Services in the Bureau Chief’s absence.
Provide onsite supervision for building Security Guard.
Research, evaluate, recommend, and implement statewide policies and procedures for property, vehicles, mail, records, identification cards, insurance, safety, and security.
Stay abreast of the latest trends in General Services, effective and efficient operations, and integrate new technologies such as Florida Vehicle Electronic Tracking System (Fleet Wave), Vehicle Fuel Card Program Wright Express (WEX), and Florida Accounting Information Resource (FLAIR).
Participate in budget review and development; monitor the budget and support program needs.
Develop training materials and provide training and technical support to General Service personnel throughout the Department.
Coordinate research, development, training, and implementation of internal operating procedures for general services functional areas in the Support Services Section.
Serve as the Secondary Continuity of Operations (COOP) Coordinator for the entire Department; liaison to the Department of Emergency Management, State Emergency Operations Center, and ESF16; train staff in COOP operations and emergency response.
Manage and coordinate storage and disposition of surplus property at Headquarters and throughout the Department.
Assist all Headquarters sections when conducting office moves, including property transfers and coordination with moving vendors locally and statewide.
Coordinate building issues for the Knight and Alexander Buildings with Koger personnel, covering security, improvements, and repairs/maintenance/construction.
Oversee the identification card program and maintain headquarters door entry systems; respond to alarms and technical issues.
Oversee all auditing procedures and responses for the support services section; coordinate new policies and procedures and amendments.
Coordinate confidential documents shredding and disposal program at headquarters.
Research, evaluate, recommend and implement statewide special projects as directed.
Perform other related duties as assigned.
Knowledge, Skills & Abilities
Knowledge of basic management principles and practices, and data collection and analysis methods.
Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, and document workflow.
Ability to organize data into logical formats for presentation in reports and documents.
Ability to conduct fact‑finding research.
Ability to utilize problem‑solving techniques.
Ability to communicate effectively verbally and in writing.
Ability to work independently.
Ability to follow verbal and written directions with minimal or no supervision.
Minimum Qualifications
Valid Driver License.
Special Notes
This position requires travel.
All prospective applicants will be subject to a sex offender check, criminal background checks (state, local, and national), and pre‑employment drug screening for direct care positions.
DJJ participates in E‑Verify (Employment Eligibility).
If initially hired with an out‑of‑state license, the Florida resident must obtain a valid Florida state driver’s license within 30 days of hire.
Licenses suspended or revoked for any reason, work permits (Business purpose/Employment/education only licenses), and some types of restricted licenses are not acceptable.
Licenses that have a Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
Positions that include the transportation of youth while performing any work or work‑related functions on behalf of DJJ require a valid driver’s license and a three‑year acceptable driving record as defined in FDJJ Policy 1920.
