We are seeking a junior level urban planner to manage and review city planning applications, support the development and implementation of planning initiatives, and help shape the community’s growth.
Job Summary As a Planner I, you will project manage planning applications, review proposals, provide planning opinions, and assist in developing and implementing the City’s comprehensive planning program. You will also support public engagement, prepare reports, and coordinate with internal departments and external stakeholders.
Essential Job Functions and Responsibilities
Review, circulate applications, prepare and coordinate comments with respect to City requirements, conformity to the Zoning and Land Development Regulations, City and County Comprehensive Plan and state interests on complex development applications including Comprehensive Plan amendments, re‑zonings, site plans.
Consult with stakeholders such as internal city departments, developers, planning consultants, property owners, legal counsel, the public, the State, and other agencies.
Collect, compile, tabulate and analyze data and factual materials fundamental to a comprehensive planning program.
Assist in the formulation and administration of the City’s Comprehensive Plan, City‑Master Plans, and Land Development Regulations.
Conduct planning and zoning studies.
Prepare planning and zoning reports for municipal administration, external agencies, committees, boards, and the City Commission.
Review site and permit plans for compliance with all applicable regulations.
Disseminate information to the public on planning, zoning and development regulations; make interpretative decisions regarding zoning and development regulations.
Create and process zoning verification letters.
Respond to email, telephone, or in‑person inquiries; greet the general public and development industry; disseminate information on departmental services and functions.
Aid in the preparation and coordination of various elements of the Development Review Process.
Respond to general inquiries and provide effective and informative customer service.
Develop and implement strategies for managing growth and development within the city.
Coordinate and conduct public engagement initiatives to involve community members in the planning process for projects.
Supervise technical personnel in gathering raw data for land‑use studies.
Represent the City positively in all interactions, respecting diversity and inclusion principles.
Maintain professional relationships with colleagues, supervisors, and managers.
Perform other duties as required.
Requirements Education / Experience
Bachelor’s Degree from an accredited college or university in Planning, Public Administration, Geography, Architecture, Landscape Architecture, Urban Design or a closely related field.
Six (6) months of responsible planning experience, including participation in a range of planning and zoning studies and implementation programs.
Preferred
Master’s Degree in planning or a closely related field.
Certificates, Licenses, Registrations
Valid Driver’s License with proof of automobile insurance.
Background check: acceptable record.
Driving abstract: acceptable driving record.
Knowledge, Skills, Abilities
Knowledge of urban planning and zoning principles.
Knowledge of research techniques and statistical methods.
Knowledge of local and regional zoning laws and regulations.
Ability to interpret land-use laws and regulations.
Ability to complete projects within assigned time periods.
Knowledge of economics, public finance and sociology as applied to urban planning.
Some knowledge of supervisory principles.
Ability to express ideas clearly and concisely, graphically, orally, and in writing.
Knowledge of software such as Microsoft Office, Adobe Suites, GIS, and map/chart preparation techniques.
Ability to establish and maintain professional relationships with colleagues, supervisors, managers, administrators, and the public.
Physical Demands Walking, sitting, writing, hearing, speaking, and lifting up to 50 pounds occasionally are required. The job requires use of fingers or hands to manipulate objects, and reasonable vision is necessary.
Work Environment Primarily an office environment with sensitivity to changing goals and needs.
