Serves as Senior Acquisition/Procurement Analyst for the NSMSD. Assists Contract Specialist with all acquisition and contract development administrative matters. Recognized as a Subject Matter Expert in Contract Requirements Package (CRP) development relating to planning, programming, analysis, presentation, justification, and execution of the NSMSD contractual requirements. Performs a wide range of analytical and administrative contractual duties during the planning, formulation, justification, presentation, execution, and review of initial contractual requirements. Advises Contract Specialist on areas requiring action, contract initiation, tracking, modifications, and other contractual matters.

Qualifications:

Bachelor's Degree and 8-10 years of direct or related FMS experience supporting DoD.

Experience with Defense Security Assistance Management System (DSAMS) preferred, along with prior Security Assistance experience or DSCU certification.

Program Management and missile system experience preferred.

Working knowledge of the Security Assistance Management Manual (SAMM).

Excellent oral and written communication skills.

Proficiency in Word, Excel, and PowerPoint.

Ability to obtain and maintain DoD Secret clearance.

Duties and responsibilities of the Program Analyst include:

Providing administrative, financial, and logistical support to the IPM in developing, administering, and overseeing the execution of Foreign Military Sales (FMS) Letters of Offer and Acceptance (LOAs) within SAMM guidelines.

Reviewing country submitted Letters of Request (LOR) for actionability and assisting in pre-LOR requirements determination.

Assisting in the development, monitoring, coordination, and integration of the foreign military sales program requirements.

Preparing materials for country briefings and reports.

Transcribing, formatting, inputting, editing, retrieving, copying, and transmitting text, data, and graphics.

Researching transactions and collecting information to support logistical duties, including tracking requirements and equipment, and reporting discrepancies.

Reviewing procurement information and documentation to determine the status of supply actions.

Maintaining filing and information database systems for historical reference.

Supporting the IPM in collaborating with USASAC, Security Cooperation Offices (SCOs), and other Security Assistance entities within the SA Enterprise.
