Procurement Specialist II is responsible for medium and high criticality materials, equipment, and subcontracts sourcing events. Working at an "expert level" in procurement processes and procedures, the specialist develops negotiating strategies, assigns work, and mentors junior peers (Procurement Specialist I). The role encompasses sourcing activities during the Deal Development phase and procurement execution throughout the project lifecycle from RFP solicitation to Award. The position includes evaluating bidders’ proposals, submitting award recommendations, conducting bidder conferences, maintaining supplier relationships, and ensuring overall transparency with the Project Management Team. Responsibilities

Focus on contract life‑cycle management and overall supplier relationship building. Establish core contract management processes and contract content to monitor and manage contract compliance. Participate in procurement project management teams to support contract compliance. Identify issues, propose solutions, provide negotiation support, and resolve contractual issues. Advise in Master Agreement Program Contract Development. Participate in Deal Development, supporting estimating efforts including issuing RFIs. Execute procurement for medium to high criticality sourcing events, including: Conduct research and develop sourcing strategies for assigned items. Create supplier lists and issue RFP packages and amendments for best value. Develop performance‑based scopes of work and understand specifications and drawing packages. Develop negotiating strategies. Conduct bidder conferences and coordinate discussions between bidders and technical personnel. Evaluate proposals and conduct supplier negotiations. Write supplier recommendations that support the source‑selection process. Understand terms, conditions, and contract formation. Negotiate award of contracts to suppliers. Support contract administration and subcontract management. Participate in supplier and subcontractor kick‑off and close‑out meetings. Scope, negotiate, and manage contract change orders and amendments. Participate in weekly procurement meetings. Serve as work leader for teams with partial supervision responsibilities, assigning work, overseeing Level 1 and Level 2 activities, and providing backup to the Project Procurement Manager. Mentor procurement personnel. Manage work in a fast‑paced environment focused on complex, high‑profile technical items. Provide support to other procurement personnel as needed. Maintain knowledge of procurement processes, procedures, and Zachry’s standard operating procedures. Maintain knowledge of Oracle, Dragnet, PPMS, and other job‑specific IT support systems. Develop and maintain strong relationships with suppliers, engineers, construction, and key stakeholders and personnel. Qualifications

High School Diploma or GED. Minimum 3 years of related experience. Ability to work independently, think and plan ahead, convey issues to management, and operate Microsoft Office suite in a fast‑paced environment. Experience using Microsoft Office Productivity tools (Office 365, SharePoint, Teams, etc.) preferred. Experience creating document templates and workflows in digital approval platforms like DocuSign and Adobe Sign beneficial. Some travel may be necessary (25% or less when required). Added Plus

Bachelor’s degree or equivalent working experience in lieu of a degree. 3-7 years of related experience preferred. Preferred large industrial construction procurement experience. Preferred experience in multiple industrial market sectors. Prior experience interfacing with client and engineering entities preferred. Physical Demands

Employee will be required to communicate in person, via telephone, email, use of arm/hand steadiness, manual dexterity, finger dexterity, multi‑limb coordination, oral expression, and comprehension. May be required to lift, carry, and move objects safely. Work Environment

Work will be in a conservative corporate office environment operating and functioning at a fast pace. Working out of cubicles near other various colleagues. The corporate campus includes an on‑site café with daily breakfast, lunch, and snack‑time selections; a sizeable fitness center; an outdoor walking/jogging path; a herb garden; a basketball half‑court; a sand‑volleyball court; a soccer field; and a clinic with a certified nurse practitioner.
