Quality Assurance Review Officer - Fire Rescue and EMS
The purpose of this position is to review all Fire Incident Reports and Emergency Medical Services Patient Care Reports (PCR). The employee functions at entry professional level as the department’s HIPAA representative.
Salary:
$28.18 hourly (plus $10,500 Paramedic Incentive annually)
Essential Job Functions
Develop and implement quality assurance processes for other department functions; coordinate and manage assigned office operations.
Evaluate quality assurance procedures and recommend policies and procedures to improve efficiency and effectiveness.
Perform complex administrative functions such as analyzing data, processing reports, verifying documentation; gather, interpret, and prepare data for studies, reports and recommendations.
Coordinate the review of all Fire and EMS reports; review audio fire and medical reports generated to and from hospitals, Medical Control and on‑scene operations.
Coordinate scheduling and implementation of skill re‑remediation based on statistical information gathered from EMS PCR reviews.
Meet with the EMS Officer and Medical Director regularly to review and evaluate EMS PCRs.
Provide protocol recommendations based on treatment patterns and outcomes.
Prepare statistical reports on individual skills performed by all EMS personnel.
Assist in gathering state reporting requirements data for both Fire and EMS reports.
Attend meetings for dissemination of information as required.
Assist in ensuring HIPAA standards are designed, developed, implemented and reviewed within the department.
Serve as the HIPAA representative on a department level.
Perform record‑keeping duties; manage and maintain department record‑keeping and filing systems.
Perform duties as assigned or necessary related to the position.
Minimum Qualifications Education:
High School Diploma or GED.
Experience:
Four (4) years responsible experience in quality assurance review preferably in Fire Operations and Emergency Medical Services; or an equivalent combination of education, certification, training and/or experience.
Certification:
Valid State of Florida Paramedic certification.
Driver’s License:
Valid Florida Driver’s License.
Knowledge, Skills and Abilities
Thorough knowledge of Fire and EMS quality assurance, department and regional protocols and HIPAA regulations.
Knowledge of modern records management techniques; skill in planning, organizing, and coordinating quality assurance review activities.
Ability to read and interpret various reports and documents such as Fire Incident Reports, emergency medical services patient care reports (PCR).
Ability to understand, follow and supervise written and oral instructions.
Ability to communicate effectively verbally and in writing.
Skill in establishing and maintaining effective working relations with all levels of management, employees, other departments, officials and the general public.
Skill in preparing complex correspondence, summaries and reports in a clear and concise manner.
Skill in performing routine mathematical computations and tabulations accurately and efficiently.
Ability to access, operate and maintain various software applications.
Ability to operate basic office equipment such as computer terminals, printers, copy machines, telephone systems, facsimile machines.
Skill in reading, updating and maintaining various records and files; skill in complex administrative support functions such as records maintenance, data analysis, reports processing, documentation proofing.
Physical Requirements Physical Demand: Light.
20 pounds maximum lifting.
Frequent lifting, carrying up to 10 lbs up to two‑thirds of the time.
Significant walking/standing may be required.
Push/pull controls on arm or leg when most sitting is involved.
Expressing or exchanging ideas by spoken word or perceiving sound by ear.
Physical agility required in kneeling, bending, stooping, and reaching.
