About the Campaign Finance Board The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation. We make it easier for New Yorkers to vote, support candidates, run for office, and receive trustworthy election information through initiatives such as NYC Votes, the Voter Guide, public matching funds, and transparency programs that disclose how candidates raise and spend money.
Responsibilities
Assist divisions and external partners with procurement actions, including sole-source procurement, MOUs, small purchase solicitations, and large procurements and bids.
Prepare purchase requisitions, procurement documents, and contracts, and provide recommendations for awards, amendments, extensions, renewals, and reports.
Manage contract performance evaluation, scope development, contract negotiations, budget summaries, review and payments on contracts and requisitions, and closeout.
Review procurement documents for accuracy and adequacy, consulting agency staff as needed.
Research market conditions, pricing trends, and trade practices for scope development.
Evaluate prospective contractors’ budgetary proposals and financial reports.
Establish contract burn rates and planning matrices with divisions.
Submit mandated contract performance reports to the ACCO’s Office.
Ensure vendor compliance with local, state, and federal reporting requirements.
Identify and escalation red‑flag issues that impact procurement timeliness.
Resolve contract disputes, missing deliverables, and payment delays with guidance and issue resolution.
Provide customer service‑oriented guidance during weekly division meetings.
Expedite procurements to minimize program disruptions.
Create and maintain a procurement tracker with current and expiring procurements and budget information.
Provide access to historical procurement documents.
Respond to contract inquiries from OMB, Comptroller’s Office, ACCO’s Office, and other entities.
Assist in creating and monitoring the LL63 MOCS Annual Plan report for timely contract registrations.
Support related projects as needed.
Essential Knowledge
Knowledge of New York City Procurement Policy Board (PPB) Rules, Comptroller Directives, and applicable federal, state, and local laws.
Knowledge of City procurement systems: Financial Management System (FMS), Procurement and Sourcing Solution Portal (PASSPort), and DCAS OCP platforms.
Knowledge of City MWBE programs.
Knowledge of City’s operating procedures and contract‑management best practices.
Skills
Proficiency in FMS procurement and budget inquiries.
Navigation of PASSPort for contract research and data management.
Intermediate to advanced Microsoft Excel skills, including pivot tables and reporting.
Management of complex contract processes and lifecycles in a collaborative, fast‑paced environment.
Excellent verbal and written communication skills, able to distill complex information for diverse audiences.
Abilities
Attention to detail in reviewing contracts, scope of work, and spreadsheet trackers.
Independent management of contracts and adherence to project deadlines.
Strong organizational and operational skills with minimal oversight.
Forward‑looking problem‑solving and proposal of solutions.
Other
Team player with a positive attitude and respectful manners.
Minimum of one year experience working in city government and contract management.
Preferred Qualifications
Experience managing contracts valued over $1M.
Experience in contract and project management.
