About the Role Our client has an exciting opportunity for a Manager, Payroll Tax & Compliance to join their Payroll Shared Services team. Reporting to the Senior Director, Union Payroll & Tax, this individual will lead and optimize all payroll tax and garnishment activities across multiple companies and divisions.
This is a highly visible role responsible for providing technical expertise on payroll tax and garnishment‑related items, ensuring compliance with all federal, state, and local tax laws, while driving accuracy, efficiency, and continuous improvement. The Manager, Payroll Tax & Compliance will serve as a trusted advisor, partnering with leadership and external vendors on payroll tax initiatives and engaging with employees at all levels to ensure an exceptional employee experience.
Key Responsibilities
Lead and oversee the internal payroll tax team and third‑party tax and garnishment vendors to ensure the integrity and accuracy of employment tax filings and garnishment remittances.
Analyze payroll tax issues and recommend solutions related to employee mobility, reciprocal taxation, stock taxation and reporting, employer‑provided fringe benefits, and local taxation.
Monitor, investigate, and resolve tax notices, proactively implementing process improvements to prevent recurrence.
Conduct research, documentation, and testing of new payroll tax laws and regulations, providing compliance recommendations to leadership.
Coordinate with HR and Payroll Operations on proper taxation for expats and inpats.
Plan, manage, and execute successful year‑end tax processing and reporting; schedule and lead project follow‑ups.
Create and maintain Standard Operating Procedures (SOPs) and ensure staff are trained on payroll systems and regulatory changes.
Develop and use metrics to benchmark performance and improve processes, efficiency, and team productivity.
Drive cross‑functional collaboration to identify and implement best practices that enhance accuracy and operational excellence.
Provide ongoing support, training, and mentoring to team members to foster professional growth and ensure all deadlines are met.
Ensure payroll tax and garnishment processes comply with SOX requirements, company policies, and all applicable federal, state, and local laws.
Manage the accurate and timely interpretation, input, and payment of deductions and remittances to federal, state, local, and commercial agencies for wage assignments, child support, tax levies, and bankruptcy orders.
Oversee the accurate and timely review and reconciliation of payroll taxes, including unemployment and disability insurance taxes, and year‑end balancing of W‑2s and related forms.
Qualifications
7+ years of experience managing payroll tax and compliance functions for large, multi‑state, multi‑entity organizations, including remote workforces.
7+ years of experience leading and coaching a team of 5+ payroll professionals.
Deep expertise in federal, state, and local wage and hour, garnishment, and tax regulations.
Strong knowledge of taxation for expats, inpats, fringe benefits, and equity incentive instruments (RSUs, stock options, etc.).
Proficiency in Microsoft Excel, Word, PowerPoint, and Outlook.
Strong service mindset and ability to operate as a trusted business partner.
Proven experience building strong partnerships with leadership, mentoring teams, and fostering accountability and excellence.
Excellent problem‑solving, analytical, and communication skills.
Highly organized, adaptable, and able to execute effectively under tight deadlines.
Skilled at handling confidential information with discretion and professionalism.
Nice to Have
Certified Payroll Professional (CPP) designation.
Experience with Workday Payroll and ADP Smart Compliance.
