Associate Manager, Program Scheduler
Location:
Palm Bay, FL or Clifton, NJ
Job Description Duties include managing the development and maintenance of complex program schedules including agile, resource loading, and Earned Value Analysis. This individual will help develop the format, tools, and tracking/reporting methods to be used as the company refines its Program Planning and Scheduling processes for standardization and enterprise-wide resource management. This position also supports the programs in developing plans and integrating inputs from all programs. Qualified candidates will interface with all elements of the program team to develop targeted Program Planning surge support. Ensure major projects and program schedules and plans are integrated across company functional groups including finance, engineering, material, manufacturing, and quality. Track plans and schedules, perform risk analysis, identify, and resolve critical path and network logic conflicts. Utilize Gantt, Critical path, Driving Path, Variance metrics, milestone charts, Earned Value Management, and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas. Ensure compliance with internal program procedures and project control system guidelines per DECM metrics. May lead or participate in scheduling status reviews.
Essential Functions
Lead, direct, and review the work of professionals or lower-level supervisors
Communicate within and outside own function to explain and gain cooperation on policies and practices
Make moderate to substantial improvements to processes, systems, and solutions
Plan and establish goals and objectives for a team with direct impact on the short-term operational results for the department
Supervise individual(s) typically consisting of professionals or lower-level supervisors
Lead, direct, and review the work of direct report(s) to accomplish near-term operational plans and results
Provide input on hiring, firing, promotion, performance and/or compensation decisions for own organization
Develop integrated master schedules using IMP, SOW, and WBS
Create and track plans and schedules, perform risk analysis, and identify and resolve critical path and network logic conflicts
Perform Critical Path Analysis, Schedule Risk Analysis, and Schedule Metric Analysis such as BEI, CEI, CPLI, etc.
Contribute to achievement of departmental goals and operating plans with direct impact on the departmental results
Perform schedule analysis in support of assigned programs or projects
Utilize Gantt, PERT, milestone charts, Earned Value Management, and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas
Prepare, develop, and coordinate integrated master plan and integrated master schedule (IMP/IMS) using MS Project, Excel, and PowerPoint
Ensure projects and program schedules and plans are integrated across company functional groups including finance, engineering, material, manufacturing, and quality
Ensure compliance with internal program procedures and project control system guidelines
Work consists of making significant improvements of processes, systems, solutions, or products to enhance performance of job area
Provide measurable input of new products, processes or standards in operational plans that will have some impact on the achievement of overall functional results
Communicate within and outside of own function or business area and has responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.) when necessary
Explain, interpret, and gain cooperation on policies, procedures and practices
Contribute to the development of goals for the department and planning efforts (budgets, operational plans, etc.)
Establish short-term operational plans with measurable contribution to function or business area results
Conduct extensive investigation to understand root cause of problems. Problems span a wide range of difficult and unique issues across the function and/or business area
Develop new concepts or standards
Attend and lead scheduling status reviews and conduct briefings with senior leaders which requires ability to communicate matters of importance to the function or business area
Work to influence others to accept individual or team’s views or practices and changes to concepts, practices, and approaches
Participate in schedule training, engineering, and program excellence organization
Work to achieve operational targets within job area with some impact on department results
Qualifications
Bachelor’s Degree and a minimum of 6 years of prior relevant experience; Or, Graduate Degree and a minimum of 4 years of prior related experience; Or, in lieu of a degree, a minimum of 10 years of prior related experience
Preferred Additional Skills
Utilize practical knowledge in leading/managing projects, processes, and employees and has strong knowledge within professional discipline
Working knowledge of Planning and Scheduling Excellence Guide (PASEG), Version 5.0, EVMS Standard (EIA 748-D), Integrated Product and Process Development (IPPD), and Integrated Program Management Report (IPMR) strongly desired
Experience working DoD projects in a Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) environment
Three years of MS Project Experience
Monte Carlos Risk Analysis (Schedule Risk Analysis)
Working knowledge of Space and Airborne Systems programs
Experience creating and/or maintaining an Integrated Master Schedule (IMS) and any Supporting Schedules on assigned projects/programs
Experience creating and presenting project-level reports, presentations, and deliverables that reflect risk and status to program management and senior management relating to the IMS is required
Structured Solutions - SSI tools management
Program management and/or coordination, SDLC (Systems Development Life Cycle) process
Critical thinking and problem solving, attention to detail, and quality of product deliverables
EVMS – Earned Value Management Systems
In compliance with pay transparency requirements, the salary range for this role in New Jersey state is $82,500-$153,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
