Provide on-site ship availability program management (PM) and technical support to Military Sealift Command (MSC) vessels. MSC’s vessels are scheduled to enter shipyard availabilities for various maintenance, installations, and modifications. Work with the Availability Management Team (AMT) to accomplish the specific tasks for assigned work items. Assist in observing, verification, and reporting on engineering requirements associated with the maintenance, repair and modification of the vessel. The CQAR will provide observations, reports and recommendations to the Principal Port Engineer (PPE). Provide technical services for engineering development and documentation. Engineering support areas include naval architecture, electrical engineering, mechanical engineering and marine engineering. Develop work packages and studies to support vessels and upcoming availabilities and provide replacement and repair solutions and upgrades or improvements. Observe, monitor work performed by shipyard personnel to verify adherence to work package requirements and ABS/USCG regulatory requirements. Verify installations, interfaces, test procedures, test results and compare to specifications and drawings. Review shipyard production activities in piping, steel and aluminum fit-ups, weld inspection, and gauging. Make determinations on plating and piping replacement requirements and provide recommendations to PPE. Review structural drawings and documents to ensure proper grade and plate sizes are used. Provide a written daily status report on assigned work items to the PPE and provide periodic verbal reports on status of assigned work items throughout the day. Attend Quality Assurance Checkpoints and report any concerns to PPE. Conduct daily rounds walking the ship to observe and monitor shipyard work processes, quality, and progress for assigned work items. Qualifications
Required Ability to speak/write English Ability to obtain a Secret level clearance Ability to travel CONUS/OCONUS for 2-4 months at a time Physical ability to walk the entirety of a ship, go up and down ladder wells, and crawl into tanks Knowledgeable of ship construction, metal work, and auxiliary systems Desired Seagoing experience Naval architecture experience Structural engineering experience USCG licensed officer and/or related military or career experience Experience in metal work, rust identification, and piping systems Knowledge and experience with ABS and USCG regulations This position is contingent on funding and may not be filled immediately.
