This position is responsible for managing development of the federal State Planning and Research Program (SPR) and Federal Metropolitan Planning Fund (PL) work program. It oversees the Budget and Operations area’s internal project obligations and external grantee agreement development, funds obligation, invoicing, and close-out. It estimates and provides Metropolitan Planning Organization (MPO) funding allocations for upcoming fiscal years and handles federal reporting for the Budget and Operations area. It is accountable for organizing, developing, implementing, and reporting on contractual, budgetary, and designated fiscal programs in the administration of the Office of Planning and Programming (OPP). Essential Functions

Oversees the development of the Office of Planning and Programming (OPP)’s annual budget. Oversees the preparation, execution, and management of the progress of intergovernmental and consultant agreements for Local Planning Agencies (LPAs) and IDOT staff. Oversees and monitors the development of all agreements and related billings and payments. Keeps abreast of federal requirements and procurement requirements. Develops required federal reports and coordinates with project managers; responds to FIRE report requests for inactive projects. Advises executive staff regarding availability and utilization of federal and state planning funds and spending strategies. Recommends actions to resolve problems in planning operations, finance, and consultant work to facilitate transportation planning and programming. Oversees development of processes ensuring Grant Accountability and Transparency Act (GATA) compliance. Directs allocation of Budget and Operations area personnel to ensure operational efficiency. Trains, motivates, and evaluates subordinate personnel. Performs duties in compliance with safety rules and fair treatment of employees. Performs other duties as assigned. Minimum Qualifications

Completion of a bachelor’s degree in business, public administration, economics, or accounting PLUS three years of experience in government contract execution, invoice paying, planning and/or developing projects within a program, or a combination thereof; OR eleven years of related experience. Preferred Qualifications

Supervisory experience. Ability to track and execute contracts and agreements while monitoring expenditures and eligibility of charges by outside entities. Knowledge of state and federal accounting programs and methods. Knowledge of Illinois procurement and contracting laws and regulations. Effective oral and written communication skills. Ability to establish and maintain effective relationships. Conditions of Employment

Requires a valid driver’s license. Requires occasional statewide travel with overnight stays. Requires successful completion of a background screening. Be aware of revolving door restrictions under 5 ILCS 430/5-45; notification to OEIG may be required if pursuing non-State employment.
