QUALIFICATIONS & REQUIREMENTS

Bachelor’s degree in Human Resources, Business Administration, Education Administration, or a related field (Master’s degree preferred).

Minimum of 3-5 years of experience in Human Resources, office management, or employee relations (public school district experience preferred).

Demonstrated skill in organization, documentation, and confidential recordkeeping.

Exceptional written communication and note-taking skills with attention to accuracy and detail.

Ability to plan, prioritize, and manage multiple projects and deadlines with a high degree of independence.

Strong interpersonal skills with the ability to communicate effectively and maintain positive relationships with staff at all levels.

Advanced computer skills, including experience with Google Suite, Microsoft Office, and HR systems (e.g., Skyward, Frontline, Public School Works, Red Rover, etc.), preferred.

Working knowledge of HR laws, regulations, and school district policies and procedures, including FLSA, FMLA, and Illinois School Code.

Demonstrated ability to maintain strict confidentiality and use discretion in handling sensitive information.

Initiative to improve efficiency, accuracy, and service within HR operations.

Perform other duties as assigned by the Assistant Superintendent of Human Resources & Talent Acquisition.

POSITION OVERVIEW The HR Operations Supervisor supports the Assistant Superintendent and Director of Human Resources by overseeing the daily operations, systems, and compliance functions of the Human Resources Department. This position ensures efficient workflows, timely completion of HR processes, and accuracy in documentation and reporting. The HR Operations Supervisor supervises HR support staff, manages multiple HR systems and platforms, and coordinates the documentation of employee investigations, evaluations, and mandated training. The role also supports compliance with collective bargaining agreements, districtwide HR procedures, and Board-directed personnel actions.

ESSENTIAL DUTIES & RESPONSIBILITIES Employee Relations & Investigations

Assist in coordinating and documenting employee investigations, including scheduling interviews, gathering and organizing evidence, monitoring timelines, and ensuring completion consistent with Board policy and legal standards.

Attend and document employee interviews, prepare summaries for HR leadership, and ensure all records and follow-up documentation are accurately filed in personnel files.

Maintain confidentiality and professionalism in all investigation-related communications and documentation.

Collective Bargaining & Compliance

Assist with maintaining and organizing current collective bargaining agreements and tracking areas for clarification or revision.

Gather and organize stakeholder input leading into negotiation years to support HR leadership in planning and preparation.

Support consistent interpretation and application of contract provisions across departments.

Evaluation, Tenure, and RIF Tracking

Manage and track employee evaluation compliance, ensuring timelines and submissions are met.

Maintain accurate data related to tenure acquisition, reduction in force (RIF), and the sequence of honorable dismissal (SOD) list.

Prepare and manage associated Board correspondence and notifications related to evaluations, tenure, and dismissal cycles.

System & Platform Management

Manage the district’s mandated training management system, including assigning courses, monitoring completion, and preparing compliance reports.

Oversee the district’s background and social media screening system used for employment verification and suitability reviews.

Manage the verification response system used for Faith’s Law employment history checks, ensuring timely and accurate responses to other districts.

Monitor and maintain HR platforms, subscriptions, and vendor accounts (e.g., HR information system, absence management, records retention, and background check tools).

Department Operations & Budget Oversight

Supervise and support the HR Operations Assistant and District Receptionist, ensuring efficient workflow and a high level of customer service.

Manage and track the HR department budget, including purchase orders, subscriptions, and renewals.

Coordinate HR calendars, projects, and deadlines to maintain efficient department operations.

Maintain organized digital and paper files, HR forms, and department documentation.

Process Improvement & Standardization

Facilitate the upkeep and communication of all HR procedures, ensuring staff have clear and current guidance.

Lead ongoing reviews of HR operational processes by gathering team input, identifying areas for improvement, researching best practices, and presenting updated procedures for leadership review and implementation.

Collaborate with HR leadership to standardize workflows, ensure consistency across buildings, and promote operational efficiency.

Personnel Files & Document Management

Oversee the maintenance of all personnel files to ensure accurate, timely, and secure filing of documentation.

Supervise and support the HR Operations Assistant and District Receptionist in uploading documents, ensuring consistent naming conventions and organization.

Maintain confidentiality standards for all electronic and hard copy records.

Additional Responsibilities

Prepare correspondence, reports, and materials for meetings, audits, and Board documentation.

Represent the HR Department in internal committees and leadership meetings as needed.

Maintain awareness of current HR laws, Illinois School Code updates, and district policy revisions.

Perform other duties as assigned by the Assistant Superintendent of Human Resources & Talent Acquisition.

PHYSICAL & WORK ENVIRONMENT REQUIREMENTS This position requires exceptional mental capacity and skill in managing multiple complex systems, data tracking, and confidential communications. The role involves extensive computer and office technology use, occasional light lifting (up to 25 lbs.), and frequent sitting, standing, and walking.
