Job Description

Provides support on all aspects of legal matters handled by the department, including litigation (pre‑litigation and arbitrations), transactional support on vendor and provider contractual documents, policies, procedures and agreements, and regulatory matters under minimal supervision by an attorney.

Conducts complex research and analysis of law, regulatory requirements and internal policies and procedures. Drafts correspondence memos and other legal documents for review by supervising attorney. Develops plans for the completion of legal projects and matters, such as investigating facts, anticipating, planning, conducting and coordinating document collections; managing the organization of records electronically or manually; drafting, reviewing and maintaining legal documents for use.

Develops and manages complex processes and procedures ensuring that Legal Services projects and matters are completed efficiently. Communicates with various departments and external parties, prepares business correspondence and reports, and assists with the organization and maintenance of department documents and files.

Minimally supervised by attorneys on legal matters and required to utilize independent judgment, making recommendations to legal staff. Responsible for updating, developing and improving departmental processes, SOPs and desktop procedures promptly. Acts as a subject‑matter expert, serves as a resource and mentor for other staff.

Role & Responsibilities

Research and Analysis: 50% – Conduct complex research, monitor updates in federal and state legislation, draft monthly summaries for staff and clients.

Prepare, review, proofread, compile and summarize legal correspondence and pleadings related to regulatory filings and ongoing case administration.

Perform complex factual investigation and research; analyze documents, facts, rules, prepare reports and draft correspondence, memos for attorneys.

Coordinate and facilitate departmental trainings; anticipate and develop processes, guidelines and SOPs for the assigned attorney, unit or department.

Administrative: 35% – Organize, maintain and update departmental files using the approved legal management platform; develop records‑management processes.

Provide administrative assistance: take messages, draft letters, schedule meetings, type, maintain files, upload documents and participate in projects.

Develop plans for legal projects, including investigating facts, coordinating document collections, managing records and preparing documents for review.

Apply subject‑matter expertise in evaluating legal operations, propose improvements, provide mentorship, deliver training, recommend process improvements.

Perform other duties as assigned: 15%

Education Required

Bachelor's Degree.

In lieu of a degree, equivalent education and/or experience may be considered.

Education Preferred

Master's Degree.

Experience Required

Minimum of 3 years of paralegal experience in a health plan or health‑care organization handling complex assignments related to regulatory, public law or health‑care issues; independent litigation support on cases involving civil litigation, employment, regulatory investigations, healthcare and/or provider disputes. OR minimum 5 years of experience with working knowledge of public agencies regulatory requirements such as Brown Act, California Public Records Act, Form 700s, conflicts laws, Knox‑Keene Act, HIPAA, CMS, Medi‑Cal, etc., in health‑care organizations.

Experience in a highly regulated industry.

Preferred

Minimum of 7 years of paralegal experience in vendor, provider contracts and/or administrative law.

Experience in matter/project management.

Skills Required

Knowledgeable in legal technology and research platforms; detail‑oriented, accurate document preparation, strong organizational skills.

Proficient with computers (desktop/laptop) and supporting operating software.

Excellent interpersonal skills; collaborates well in a team.

Excellent communication and writing skills; proactive, responsive, accountable, self‑starter.

Ability to handle multiple priorities; effective time management and ability to meet competing deadlines.

Ability to prioritize workload and pivot when needed.

Preferred (additional)

Proficiency in legal technologies, teleconferencing, secure file transfer and related software platforms.

Must‑haves

Paralegal certification.

Litigation experience, especially corporate litigation; managed care, health‑care or health‑plan background.

Litigation skills: document review, legal documents, strong writing, research, discovery, regulatory compliance.

Less Common Requirements

Advanced paralegal certification preferred in health‑plan or managed‑care environments.
