Provide support on all aspects of legal matters handled by the department, including litigation, transactional support, and regulatory matters under minimal supervision by an attorney. The Paralegal III conducts complex research and analysis of law, regulatory requirements and internal policies and procedures with minimal supervision. Drafts correspondence memos and other legal and administrative documents for review by supervising attorney. Develops plans for the completion of legal projects and matters, including investigating facts, planning document collections, managing records, and drafting legal documents for review, approval, and use. Develops and manages complex processes and procedures ensuring that Legal Services projects and matters are completed efficiently. Communicates with various departments and external parties, prepares business correspondence and reports, and assists with organization and maintenance of department documents and files. Minimally supervised, utilizes independent judgment and makes recommendations to legal staff. Responsible for updating, developing and improving departmental processes, SOPs, desktop procedures. Acts as a Subject Matter Expert, serves as a resource and mentor for other staff.

Pay $37.00/hr - $42.00/hr

Job Description

Conduct complex research, monitor, update, and maintain current knowledge of developments in federal and state legislation, rules, regulations, and industry guidelines. Draft monthly summaries of updates for department staff and business clients.

Prepare, review, proofread, compile, and summarize a variety of legal correspondence and pleadings involving regulatory filings and matters related to the normal functioning of the department or other ongoing administration of existing cases or orders.

Perform complex factual investigation and research. Analyze documents, facts, rules, and regulations, prepare reports, draft correspondence, memos and other documents for review, approval, and use by attorneys, as requested or assigned by supervising attorney.

Coordinate and facilitate the trainings offered by the department.

Anticipate, propose and develop processes, guidelines and SOPs for the assigned attorney, unit or department.

Organize, maintain, and update departmental files using approved legal management platform/application/software. Develop processes around same and records management.

Provide administrative assistance as needed ranging from taking messages to drafting letters, scheduling meetings, typing, maintaining legal/matter files, uploading documents and participating in projects as requested.

Develop plans for the completion of legal projects, including: 1) investigating facts; anticipating, planning, conducting, and coordinating document collections; 2) managing the organization of records; and 3) preparing and maintaining legal documents for review, approval, and usage.

Applies subject matter expertise in evaluating legal operations, processes and procedures. Identifies areas where technical solutions would improve business performance. Provides mentorship, and contributes specialized knowledge. Ensures that the facts and details are correct so that the project's/program's deliverable meets the needs of the department, organization and legislation's policies, standards, and best practices. Provides training, recommends process improvements, and mentors junior level staff, department interns, etc. as needed.

Qualifications

Minimum of 3 years of paralegal experience in a health plan or health care organization setting handling complex assignments relating to regulatory, public law or health care issues; independent litigation support on cases relating to civil litigation, employment, regulatory investigations, healthcare and/or provider disputes OR minimum of 5 years of experience and working knowledge of public agencies regulatory requirements e.g., Brown Act, California Public Records Act, Form 700s, conflicts laws, Knox Keene Act, Health Care Privacy (HIPAA, CMIA), CMS and Medi-Cal etc., health care organizations, e.g., physician group, hospitals, health plan.

Healthcare or managed care focused law firm or working at a healthcare org

Paralegal certification

Experience in highly regulated industry.

Minimum of 7 years of paralegal experience in vendor, provider contracts and/or administrative law.

Experience in matter / project management.
