Case Manager/IEP Team Administrator - Arundel
Salary Range:
$25.53 - $44.26 per hour The position is a 40‑hour per week, calendar year role with our CDS York site in Arundel. The focus is on preschool children with disabilities ages 3‑5. Local travel is required. Experience working with multi‑disciplinary teams and the preschool population is preferred.

Summary Description A Case Manager/IEP Team Administrator is the CDS representative that commits the agency’s funds to assist parents and their children aged three through school‑aged five through the eligibility, determination of an Individualized Education Program (IEP) and transition from the CDS system process. They work as part of a team to meet the requirements of the Individuals with Disabilities Education Act of 2004 (IDEA) for Part B and the Maine Unified Special Education Regulations, Chapter 101. This individual does have written authorization to commit the agency’s funds. Coordinating the intake of new children will be a primary focus of this position.
Representative Tasks
Establish effective rapport with parents.
Communicate program information to parents.
Explain the Child Find process to parents.
Answer parents’ questions and provide accurate explanations of screening/assessment results.
Inform families of the protections under the procedural safeguards of the MUSER.
Conduct observations in the Least Restrictive Environment as appropriate.
Gather and review documentation specific to the child’s developmental history.
Facilitate and ensure the development, review, and evaluation of each child’s IEP.
Inform parents of the protections under the procedural safeguards of the Maine Special Education regulations.
Assist with transition planning from preschool to public school services, as appropriate.
Ensure parent input into IEP development.
Qualify for written authorization by the regional CDS site as an individual designated to commit agency funds.
Ensure a complete IEP is developed.
Assist parents in gaining access to early intervention services or FAPE services.
Document that children are served in least restrictive environments.
Document all communications (personal contacts, e‑mail, letters, phone calls, etc.).
Maintain documentation appropriate to procedural safeguards under IDEA 2004 and MUSER.
Document evaluations and observations.
Complete data entry and electronic documentation tasks required by CDS and Department regulations.
Perform any other appropriate duties assigned by the Site Director.
Minimum Qualifications
Bachelor’s Degree in Special Education, Child Development, Early Education, or an equivalent area of study.
Successful background, criminal records, fingerprinting, and reference check.
A Department of Education Certificate in one of the following is required:

093 School Psychological Services Provider
282 Teacher of Students with Disabilities
286 Teacher – Severe Impairments
291 Teacher – Visual Impairments
292 Teacher – Hearing Impairments
293 Speech and Language Clinician
Required Knowledge, Abilities and Skills
Working knowledge of child development, disabilities, family systems, and special education methods.
Knowledge of infant and toddler and/or preschool children who are eligible under Part B of IDEA 2004 and MUSER.
Knowledge of FAPE services for eligible children (ages three to school age five) and the state payment system.
Ability to interact with a wide variety of people.
Ability to facilitate individual and group services in varied settings and models.
Effective oral and written communication skills.
Ability to maintain composure in stressful situations.
Ability to establish an effective rapport with children and parents.
Ability to work collaboratively as a member of an IEP team.
Ability to travel to various locations.
Strong organizational and multitasking skills.
Proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint).
