Engineering Technician I/II (Development) .

Department The Engineering Division delivers public infrastructure projects such as streets, storm drains, and City buildings. The team plans, reviews, designs, surveys, acquires property, manages construction, and provides inspection services. These projects are carried out through the City’s Capital Improvement Program (CIP) and private development.

Ideal Candidate A self‑motivated individual who is knowledgeable in engineering terminology and demonstrates a strong commitment to providing exceptional customer service. The ideal candidate should be comfortable engaging with residents, developers, and other stakeholders – responding to inquiries, explaining processes clearly, and helping customers with professionalism, patience, and a service‑oriented approach.

A successful candidate may also possess a working knowledge of the private land development process and be able to assist staff engineers in reviewing public and private street improvement plans, encroachment permit plans, and grading and drainage plans.

General Duties

Operates office machines, calculators, personal computers, and software applications.

Makes initial review of project submittals and RFIs and routes them correctly.

Under the direction of a registered engineer, prepares manually or through CAD diagrams for field design changes.

Design Assignment

Assists in the preparation of construction plans, specifications, and cost estimates for public works projects, including roadway, sidewalk, storm drain and signing and striping improvements.

Prepares plans, maps, and drawings using AutoCAD.

Prepares exhibits as directed.

Maintains accurate “as‑built” plans from field notes of contractors and inspectors for completed projects.

Gathers field data for planning and construction of public works improvements.

Assists in data input and management of the City’s pavement management software.

Construction Assignment

Compiles and completes Caltrans “Weekly Statements of Working Days” from inspectors’ daily reports.

Calculates quantities, including irregular areas and volumes of bid items measured by inspectors, and prepares draft progress payments.

Performs underground service alert markings.

Development Assignment

Reviews and issues encroachment permits for work in the public right‑of‑way to residents, private utility companies, and others.

Assists the Project Engineer in reviewing private development applications from planning entitlement to issuance of building permits, approval of final parcel maps, and construction of required public improvements.

Provides customer service at the Development Service Center regarding private development applications and encroachment permits.

Transportation Assignment

Assists in preparation of construction plans, specifications, and cost estimates for transportation projects.

Conducts traffic operations analyses and prepares service requests/exhibits.

Assists in oversight of traffic signal maintenance contract and invoicing/payment process.

Provides support to bike and pedestrian programs, including school site assessments and grant applications.

Survey Assignment

Takes direction from the Party Chief or technical lead in performing field surveys.

Checks mathematical calculations in construction plans, closure calculation reports, and assists technical lead in checking survey calculations.

Assists field survey crew in performing construction staking and topographic surveys.

Performs underground service alert markings.

Engineering Technician II Additional Duties

Prepares construction plans using Civil 3D.

Qualifications Knowledge

of civil engineering principals, materials and standards used in design and construction of public works; engineering mathematics, research techniques.

Skills

to clearly report complex information verbally and in writing; use field and office engineering equipment.

Abilities

to read and interpret construction drawings, perform accurate field measurements and calculations, write technical reports, prepare cost estimates, and develop working relationships with diverse backgrounds.

Education/Experience

for Technician I: high school graduate with coursework in algebra, geometry, trigonometry, and drafting. For Technician II: 30 credit hours of college coursework in engineering, AutoCAD, and mathematics or high‑school graduate with two years of progressively responsible experience.

Licenses/Certificates

possession of a valid Class C California driver’s license.
