Overview
Assist the Resident Construction Engineer in supervising all work performed under encroachment permits. Ensure all work is performed in accordance with approved plans and specifications. Monitor activities to ensure compliance with quality control and quality assurance plans. Supervise staff by preparing performance planning and evaluation documents and related personnel paperwork. Coach, counsel, and train employees. Establish and monitor work progress. Implement management policies and initiatives while promoting teamwork within the organization. Serve as project manager for the construction of highway projects. Supervise inspectors in all phases of construction performed by contractors on encroachment, state, and federal-aid projects. Supervise engineering geodetic technicians and entry-level engineers. Train and supervise inspectors and project engineers in sampling and testing materials, batching and placing concrete, and inspecting subgrade and base materials. Supervise asphalt and plant inspectors. Serve as the rating officer for assigned subordinates. Monitor traffic control and erosion control plans throughout the project to ensure compliance with approved plans and specifications. Supervise or prepare daily work reports, construction estimates, and related correspondence or documentation. Enter project information daily into SiteManager. Using the same data, prepare final plans for contractor payments. Ensure the accuracy of inspectors’ work in all pay quantities and related records. Perform project closeout duties to ensure all documentation, reports, and records are accurate and complete. Performs other related duties as assigned. Responsibilities

A high school diploma and four and one-half (4.5) years of progressively responsible engineering technician related experience; or an approved acceptable equivalence. Attainment of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience. Physical Requirements
The physical demands for the essential functions of this position involve sitting or standing at a desk for extended periods of time. This position may require occasional travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. Must be able to lift up to 50 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise. Normal forty (40) hour week with occasional overtime. Should have the capability to stand and work for long periods and trek over rough terrain. Must be able to stand, bend, squat, stoop and have good balance. Must be able to work in hazardous conditions such as weather and traffic. A motor vehicle operator’s license is required. Applications
