The SCADA Systems Coordinator is responsible for the advanced installation, configuration, maintenance, troubleshooting, and support of Supervisory Control and Data Acquisition (SCADA) systems across water, wastewater, and related utility infrastructure. This position ensures the reliable operation of remote telemetry units (RTUs), programmable logic controllers (PLCs), instrumentation, and networked control systems. The SCADA Systems Coordinator also provides technical guidance to junior staff, collaborates with engineers and IT personnel, and assists in the planning and execution of SCADA system upgrades and expansions. Work is performed under general supervision of the Maintenance Reliability Manager.

Install, program, calibrate, and maintain SCADA components including PLCs, RTUs, HMIs, sensors, and communication devices.

Perform advanced diagnostics and troubleshooting on SCADA system failures and network communication issues.

Manage SCADA servers, historian databases, and associated software platforms (e.g., Wonderware, Ignition, Clear SCADA, GE iFIX).

Collaborate with IT and Engineering teams to ensure cyber-secure integration of SCADA systems into enterprise networks, manage routine system backups, updates, and cybersecurity patches.

Lead or assist in the design and implementation of new SCADA system enhancements and upgrades.

Maintain detailed documentation for all system configurations, modifications, and troubleshooting activities utilizing CMMS programs.

Ensure system redundancy, backup, disaster recovery, and failover protocols are in place and functional.

Respond to emergency SCADA issues after hours and provide timely resolutions.

Diagnose and repair communication issues between SCADA and field devices (e.g., RTUs, PLCs, VFDs, sensors, transmitters).

Assist with system integration and upgrades across water and wastewater treatment plants, booster stations, and lift stations.

Collaborate with instrumentation and control technicians to calibrate and maintain field devices.

Ensure compliance with industry standards, cybersecurity practices, and regulatory requirements.

Proficiency in PLC programming languages (Ladder Logic, Function Block, etc.).

Knowledge of industrial communication protocols (Modbus, OPC, Ethernet/IP, Profibus, etc.).

Strong understanding of water and wastewater processes and related instrumentation.

Familiarity with data logging, alarming, and reporting systems.

Strong troubleshooting and problem-solving skills.

Ability to read electrical and control schematics.

Proficient of the occupational hazards to ensure a safe working environment per industry regulations, proper use of personal protection equipment (PPE).

Ability to perform heavy manual labor for extended periods within moderate to extreme environment.

Ability to work a flexible work schedule, participates with on-call rotations, and emergency response.

Ability to establish and maintain professional working relationships with city employees, vendors, and contractors.

Ability to troubleshoot, repair, and calibrate specialized process equipment.

Ability to follow oral and written instructions.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to respond in a professional manner to complaints or inquiries from a variety of sources.

Ability to efficiently utilize all software required to perform essential requirements.

(A comparable amount of training, education and/or experience may be substituted for the above qualifications.)

Associate degree in Electronics, Automation, Computer Science, or a related technical field.

Minimum 5–7 years of experience in SCADA systems support and operations in utilities or industrial settings.

Must possess and maintain a valid Florida Driver's License.

Certified Control Systems Technician (CCST) preferred.

Certified Automation Professional (CAP) preferred.

Instrumentation and Control Technician Certification preferred.

Rockwell Automation / Allen-Bradley Certifications preferred.

Wonderware / AVEVA SCADA Certifications preferred.

Data Flow Systems Certifications preferred.
