Overview
Manages real‑time Supervisory Control and Data Acquisition (SCADA) Management System for water and wastewater.
The ideal candidate is a highly skilled and motivated SCADA Systems Engineer with hands‑on experience designing, implementing, and maintaining SCADA systems in an industrial or utility setting. The candidate brings deep knowledge of SCADA platforms (Wonderware, Ignition, Siemens), strong proficiency in Active Directory management, and a solid understanding of cybersecurity best practices in Operational Technology (OT) environments. They demonstrate strong troubleshooting abilities, work collaboratively across IT and OT teams, and commit to optimizing performance, security, and system availability. Responsibilities
Work within the Water Department's SCADA environment, applying knowledge of SCADA concepts, processes, components, and communication links.
Conceptualize, design, test, implement, maintain, secure, document, and proactively manage IT infrastructure and associated management tools, including radio, wired and wireless networks, physical and virtual servers, enterprise storage, data center, cloud solutions, and security systems.
Create and maintain comprehensive diagrams and documentation covering network configurations, data flows, hardware/software dependencies, configuration management, standards, disaster recovery, asset management, operational governance, SOPs, change and incident management.
Provide consulting, instruction, direction, and technical assistance to other departments and divisions, interface with users, consultants, vendors, and technical teams to guide technology selection.
Work independently, consulting peers and management before finalizing solutions.
Manage crisis and incidents, providing on‑call support during non‑business hours as needed.
Serve as project manager for assigned projects, ensuring completion within budget, schedule, and quality deliverables.
Mentor and provide technical assistance to less experienced staff.
Provide customer service and technical support as required.
Qualifications: Bachelor’s degree (or equivalent) required; minimum four years of related experience; Valid Operator’s Driver’s License; certifications as applicable.
Qualifications & Competencies
Four years of experience in SCADA or related field.
Proficiency with SCADA platforms such as Wonderware, Ignition, or Siemens.
Strong Active Directory integration knowledge.
Cybersecurity best practices in OT environments.
Experience with PLC programming and HMI/SCADA integration.
Strong documentation and diagramming skills.
Project management experience.
Objectives & Timeline Within 30 Days:
Become familiar with the organization’s SCADA and industrial control systems, IT infrastructure, and team responsibilities.
Meet with Operations, IT, Water Department leadership, and vendor stakeholders.
Understand the regulatory and security environment affecting SCADA operations.
Within 60 Days:
Conduct baseline assessment of SCADA performance, availability, resilience.
Review cybersecurity protocols, user access, AD integration, patching levels.
Document gaps and recommend remediation.
Within 6 Months:
Develop and implement proactive monitoring for SCADA health and performance.
Design and deploy dashboards or reporting tools.
Implement minor upgrades based on documented gaps.
Objective: Strengthen Network Integration and Cybersecurity
Collaborate with IT Security and Network to improve segmentation, firewall rules, VPN configurations.
Review and update GPOs, role‑based access, and AD configurations.
Initiate incident response and change control processes for SCADA.
Objective: Review and Document System Architecture
Inventory and document current SCADA architecture (PLCs, HMIs, servers, protocols).
Identify opportunities to optimize configuration and integration with enterprise IT.
Within 12 Months:
Lead major SCADA system upgrade or enhancement, ensuring minimal downtime.
Document change management steps and rollback plans.
Develop a 3–5 year roadmap for SCADA modernization.
