Under the direction of the Behavioral Health Manager, the administrator plans, organizes, and directs the full-scope operational activities and provides clinical and administrative oversight of a multidisciplinary team which delivers behavioral health services to adults, seniors, or children. Services include a range of outpatient treatment and services for adults with serious mental illness, substance use disorders, and related duties as required. Ideal Candidate

The ideal candidate is detail-oriented with strong organizational, time management, interpersonal, and communication skills (written and verbal). They are computer literate with proficiency in Microsoft Word, Excel, and PowerPoint, and have considerable experience in behavioral health assessment, treatment, case management, and substance use disorder treatment. A proven leadership track record in a clinical setting is preferred. Note: Some vacancies may require bilingual (English/Spanish) skills depending on location. The County of Ventura offers a comprehensive compensation and benefits package. In addition to the annual salary, incumbents may be eligible for the following benefits: Bilingual Incentive – eligibility depends on operational needs and certification. Educational Incentive – 2.5% for an associate degree, 3.5% for a bachelor’s degree, or 5% for a graduate degree (not required by the position). Department/Agency:

Health Care Agency - Behavioral Health Department. This is a management classification and is not eligible for overtime. Incumbents in this classification are eligible for MB4 level benefits. The eligible list may be used to fill current and future vacancies (Regular, Temporary, Fixed-term, Intermittent, and Extra Help). There are currently six Regular vacancies across Ventura County. Examples Of Duties

Provide clinical and programmatic oversight of treatment team members within licensure scope; supervise assessment, treatment, and rehabilitation of clients served by Behavioral Health. May carry a clinical caseload in compliance with state-mandated requirements for Clinic Administrators. Select, train, and supervise multidisciplinary staff; set staff performance standards within licensure scope. Evaluate employee performance and take disciplinary actions as needed. Evaluate new clients to establish acuity, coordinate multi-disciplinary service delivery, oversee case discussions, and review client charts for compliance with policies. Supervise collection and input of client and cost data; review charts to ensure timely documentation; compile and report on clients served and treatment outcomes. Identify program and operational problems with the Behavioral Health Manager and assist in policy/procedure development and implementation to resolve them. Define and advocate organizational goals; communicate staff views to management. Oversee coordination with County and community systems; perform other related duties as required. Typical Qualifications

Education, Training, and Experience Considerable and progressively responsible behavioral health experience leading to required knowledge and abilities. This can be obtained by: Considerable experience in mental health or addiction practice equivalent to three (3) or more years of program experience. Necessary Special Requirements Licensed as a Clinical Social Worker, Clinical Psychologist, Professional Clinical Counselor, or Marriage and Family Therapist in California. Lead or supervisory experience in a clinical setting. Desired Experience monitoring and reporting on team performance including electronic health records, client outcome goals, productivity, expenditures, and revenue. Knowledge of quality improvement processes. Experience with seriously mentally ill youth and/or adults with dual diagnosis. Valid California driver license. Bilingual in English and Spanish. Knowledge, Skills, And Abilities

Thorough knowledge of behavioral health assessment, treatment, and case management practices; clinical policies and procedures; supervisory practices; and related public agency goals. Ability to supervise a multidisciplinary team; diagnose and treat individuals with severe mental illness or substance use disorders; use computing hardware and software; prepare reports; maintain medical record standards; work independently toward goals; provide positive leadership; develop community resources; manage within budget; respond to crises; manage safety and risk; maintain cooperative relationships with staff and community partners; communicate effectively orally and in writing; review and sign treatment plans; oversee licensure-related requirements; and supervise licensed professionals (e.g., LCSW, LPCC, etc.).
