Overview
This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval - award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Qualifications To qualify for this position - applicants must meet all requirements within 30 days of the closing date of this announcement.
Basic Requirements:
Citizenship: Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a).
English Language Proficiency: Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403 (f).
Education: A bachelor’s degree or higher from an accredited college or university. NOTE: The Supervisory CLS (Laboratory Director) - GS-15 - requires unique education requirements. Please reference the education requirements located in that assignment below.
Certification: Candidates must meet one of the certification options below.
(a) Generalist certification as a MLS given by ASCP BOC or AMT
(b) Generalist certification as a MT given by ASCP BOC or AMT
(c) Categorical certification or Specialist certification by ASCP or AMT
NOTE: Categorical and specialist certifications are not acceptable for CLS Generalist positions or lab sections unrelated to the categorical or specialist certification held. Categorical or specialist certifications are acceptable for higher-graded positions within the relevant lab section or one of the non-section specific assignments.
Exception for Non-Certified: Applicants who do not currently hold valid certification may be hired and actively work toward their certification if they meet one of the routes identified in Appendix A. Non-certified individuals may be given a temporary appointment CLS under 38 U.S.C. § 7405(c)(2) and may provide care under supervision at entry level until certification is obtained.
Failure to Obtain Certification: CLSs must actively work to meet requirements for certification from the date of placement. HR and supervisor will provide written requirements and deadlines; failure to obtain certification may result in separation from employment.
Loss of Credential: If the required certification is not maintained, management and HR must remove the employee from duties and may result in separation from employment.
Grandfathering: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees in this occupation who meet criteria).
Grade determinations: Clinical Laboratory Scientist - GS-7 to GS-11 with related experience/education requirements and knowledge, skills, and abilities (KSAs) as described in the standards.
Physical Requirements: Light lifting and carrying (under 15 pounds); near vision 13" to 16"; far vision 20/20 in one eye and 20/40 in the other; depth perception; color vision; hearing (aid may be permitted); environmental factors include working closely with others and working alone.
Duties
Total Rewards of an Allied Health Professional: Duties vary by grade; at the GS-11 grade level duties include but are not limited to: Collects, handles, accessions, and labels specimens; instructs staff on procedures; evaluate specimen suitability; prepare specimens for analysis; inspect blood products; monitor temperatures; release routine and emergency blood products; perform quality control and calibration; operate and troubleshoot laboratory instruments; maintain records; participate in quality control programs; ensure compliance with accreditation standards; generate and verify laboratory results; assist with coverage and training; participate in orientation and training of new employees.
Work Schedule: Evening shift. Tours to be discussed during interview. Compressed/Flexible: Available.
