Base pay range

$66,584.00/yr - $126,118.00/yr This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval - award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Citizenship: Be a citizen of the United States (U.S.) Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. 7407(a) English Language Proficiency: Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. 7403 (f) Education: A bachelor’s degree or higher from an accredited college or university Certification: Candidates must meet one of the following certification options Generalist certification as an MLS given by ASCP BOC or AMT Generalist certification as an MT given by ASCP BOR or AMT Categorical certification or Specialist certification by ASCP or AMT Notes: Categorical and specialist certifications are not acceptable for CLS Generalist positions or lab sections unrelated to the categorical or specialist certification held Categorical or specialist certifications are acceptable for higher-graded positions within the relevant lab section or one of the non-section specific assignments (including - Ancillary Testing Coordinator - Education Coordinator - Laboratory Information Manager - Quality Manager - Laboratory Manager - Regional Technical Specialist - National Quality and Compliance Agent - Regional Program Manager - Regional Director - Laboratory Director - or National Quality and Compliance Officer) Exception for Non-Certified: Applicants who do not currently hold valid certification may be hired and work toward their certification if they meet routes that allow taking the MLS certification exam through ASCP BOC or MLS certification exam through AMT Non-Certified applicants may be appointed at entry level with supervision and may not be promoted/converted until certification is obtained Temporary appointments of non-certified CLS may not be extended beyond two years or converted to a new temporary appointment Failure to Obtain Certification: CLSs must actively work to meet certification requirements from placement and may face separation if not obtained by the deadline May qualify based on Grandfathering Provision as described in VA Qualification Standard (applicable to current VHA employees in this occupation) Grade Determinations: Candidates must meet grade-determining criteria for placement at GS-07 to GS-11 (based on experience and/or education) Clinical Laboratory Scientist - GS-07: Entry-level with basic requirements Clinical Laboratory Scientist - GS-09: 1 year creditable experience or Master’s degree or 2 years of progressively higher-level graduate education in medical technology or related field Clinical Laboratory Scientist - GS-11: 1 year creditable experience at next lower grade or 3 full years of progressively higher-level graduate education or Ph.D./doctorate in medical technology or related field Knowledge, Skills, and Abilities include: knowledge of lab policies, quality control/assurance, equipment maintenance; teamwork; reading and interpreting instructions; performing all testing phases Reference: For more information on this qualification standard, please visit https://www.va.gov/ohrm/QualificationStandards/ The full performance level of this vacancy is GS-11; actual grade may be GS-07 to GS-11 Physical Requirements: Standing up to 2 hours, walking, bending, twisting, and lifting up to 20 lbs See VA Directive and Handbook 5019 for requirements Duties

This position is in the Pathology & Laboratory Medicine Service at the Syracuse VA Medical Center - Syracuse, NY The incumbent may be required to rotate within the clinical laboratory departments as needed Perform a broad range of laboratory procedures including all testing and tasks of the occupation Perform advanced and complex laboratory procedures Recognize deviation from expected results, analyze and correct problems using scientific principles Evaluate and solve problems related to collection and processing of specimens Maintain and document optimal functioning of laboratory equipment; calibrate, identify malfunctions, perform preventive maintenance Diagnose deviations in test performance due to instrument malfunction and troubleshoot Perform and document quality control/assurance activities and corrective actions Answer inquiries regarding test results, methodology, and factors influencing results Evaluate and implement new techniques and procedures; establish reference intervals Provide instruction and training to new employees and students Adhere to biosafety and biosecurity regulations Communicate effectively as a healthcare team member and provide excellent service Work Schedule: Monday to Friday, 12:00 Midnight to 8:00 am with rotating holidays Recruitment Incentive: Not Authorized; Relocation: Not Authorized; EDRP: Audited participation status; Contact VISN2EDRPCoordinators@va.gov for questions Learn more Pay: Competitive salary and regular increases Benefits: 37-50 days of paid time off per year; parental leave; childcare subsidy eligibility; traditional federal pension and 401K options; comprehensive federal insurance Telework: Not Available; Virtual: This is not a virtual position Functional Statement #: 11980-F - 11966-F - 11964 Total Rewards of a Allied Health Professional Seniority level
