Overview
Clinical Board Finance Manager, Band 8b, Newcastle Hospitals NHS Foundation Trust. We are looking for finance professionals who can lead the way to support our Divisions / Clinical Boards to deliver their financial objectives including growing income and reducing expenditure, while continuing to deliver care for patients across the North East and Cumbria. This is a senior finance role that will work closely with the Clinical Boards providing front-line support, ensuring robust processes and controls and specialist, in-depth financial advice. The role links with Corporate Finance to develop the Finance Department and its processes to support the Clinical Board structure. We will consider full and part time applicants. Provide expert finance support to the Clinical Boards including the identification and delivery of cost improvement targets, strategic planning, performance management and preparation of business cases. Analyse complex financial information and communicate it effectively to non-financial stakeholders to enable informed decision making. Provide timely and accurate information to the Corporate Management Team to enable management of the Trust’s financial position and support decision making. Offer advice and guidance on all finance issues, including appropriate challenge to inform decision-making processes. Support Clinical Boards in the analysis, understanding and use of Patient Level Costing and benchmarking information to support development of their business plans. Lead the annual business planning process with high quality costing, budgetary and activity information. Coordinate with other Clinical Board Finance Managers to ensure consistency of approach across the Finance Department. Working for our organisation

Provide professional finance support to Clinical Boards, with reference to the Trust’s Performance Management Framework. Engage with Clinical Board Director of Operations and Clinical Board Chair to develop strategic plans and drive CIP efficiencies. Work closely with senior Trust Corporate/Directorate Management to provide timely information to monitor and manage the Trust’s financial position and support decision making. Interact with Corporate Finance to refine processes. Evaluate and monitor the financial consequences of developments and activity trends. Lead the development of financial awareness within the Trust. Maintain financial controls within Corporate Governance guidelines. Person specification
Qualifications & Education
Essential Professional Accountancy (CCAB) qualification Evidence of Continuing Professional Development (CPD) Desirable ECDL or equivalent experience Knowledge & Experience
Essential Significant post-qualification experience in the finance department of a complex organisation In-depth knowledge of the NHS Foundation Trust finance regime, including corporate governance Working knowledge of financial computer systems Experience in a financial management environment with ability to guide finance and non-finance managers Computer literacy, especially in financial reporting tools and Microsoft Office Knowledge of standard NHS financial management and performance management techniques Knowledge of PbR, contracting and income streams Knowledge of standard organisation of clinical activities within an NHS Trust Desirable Previous NHS finance experience at a senior level Public speaking/presentation skills Experience in report writing Experience with Business Objects or Cedar e-financials Leadership and mentoring of finance staff Experience with Patient Level Costing & Service Line Reporting systems Skills & Abilities
Essential Ability to work autonomously and interpret national policy and regulations for the benefit of the Finance Directorate and the Trust Ability to liaise effectively with Consultants, Senior Managers and other health professionals to review problems and implement support Ability to make judgments involving highly complex facts Strong planning and organisational skills to manage complex activities and deadlines Excellent communication of highly complex or sensitive information to diverse audiences Ability to communicate, advise and challenge with Clinical staff and Clinical Board Director of Operations Additional information
