What to Expect: The Public Health Nurse provides nursing services to individuals, families, and population groups. Nursing actions focus on prevention, assessment, risk reduction, and health status improvement. Activities include data analysis, care plan development, health education, advocacy, coalition building, and collaboration with community partners to promote public health. Public Health Nurses often work within multidisciplinary teams to achieve desirable outcomes. Under general supervision and/or as part of teams, the Public Health Nurse performs essential services within the Public Health Core Competency Domains: Data Analytics and Assessment
Participate in data analysis to identify health trends, problems, hazards, and social determinants affecting public health. Use data to address health disparities. Evaluate data quality and utilize appropriate methods for data collection and analysis to inform program performance. Policy Development and Program Planning
Collaborate on developing evidence-based practices and programs with higher education, healthcare systems, and community organizations. Ensure compliance with HIPAA and other policies, delivering services aligned with legal and ethical standards. Perform comprehensive assessments of individuals and families, including health history, physical, developmental, psycho-social, and basic needs evaluations. Develop and deliver programs promoting health and disease prevention across various settings. Contribute to organizational and community health goals and strategic planning. Communication
Provide culturally and health literacy appropriate information about policies and regulations. Communicate effectively across diverse populations, using plain language and accessibility standards. Build trust, engage in active listening, and ensure clear, transparent communication. Create presentations, reports, and correspondence that are organized and understandable. Health Equity and Trauma-Informed Care
Describe community diversity and its impact on health outcomes. Identify systemic barriers to health equity and contribute to organizational assessments. Discuss trauma prevalence and impact with clients, supporting engagement and recovery. Develop policies and programs that address diversity and trauma. Community Partnership
Participate in community health assessments and planning, acting as a liaison with agencies. Develop strategies to maintain community relationships and assets for health improvement. Public Health Sciences
Provide case management, care coordination, and follow-up for vulnerable populations. Participate in outbreak response and environmental health initiatives. Apply research and evidence to policy and program development. Implement quality improvement to enhance services and organizational performance. Management and Finance
Assist in grant writing, reporting, and tracking for health initiatives. Support workforce development and program work plan implementation. Leadership and Systems Thinking
Follow professional practice guidelines and legal standards. Engage in quality and performance management processes. Emergency Preparedness
Perform duties aligned with CDC emergency response capabilities as assigned. Other Duties

Must hold a valid Wisconsin RN license and meet one of the following: Bachelor’s degree in nursing with public health preparation, or Master’s degree in nursing with public health focus. Two years of public health nursing experience preferred. Complete NIMS/ICS 100, 200 within six months; CPR within one year. Valid driver’s license, insurance, and reliable transportation required. Proficiency with Microsoft and Google Suite; trauma-informed knowledge preferred. Physical and Environmental Demands
Must be able to wear respiratory protection, perform physical activities, and communicate effectively. Ability to handle environmental hazards and challenging behaviors. Working Relationships
Reports to the Human Services Manager. Collaborates with various public health disciplines and community partners. Work Environment
Office, community sites, and client homes, with exposure to weather, hazards, and communicable diseases. May encounter challenging behaviors. Blood-borne pathogen exposure risk is high.
